What the bid is for

The City of Albuquerque is requesting bids for Drug Test Kits for Field Use in accordance with the terms, conditions, and specifications set forth herein. The City intends to establish a Price Agreement ("Contract") for Drug Test Kits for Field Use. The City reserves the right to award multiple agreements under this procurement if it is deemed in the best interest of the City.

The Albuquerque Police Department requires single-use, commercially available presumptive field drug-testing kits for trained law enforcement personnel. These kits allow officers and investigators to presumptively identify suspected controlled substances encountered in the field, support investigative decision-making and evidence processing, and assist in establishing probable cause when appropriate.

Scope

Kits shall be capable of presumptively identifying suspected controlled substances encountered in the field, including fentanyl, methamphetamine, cocaine, heroin and other opiates, marijuana/THC, MDMA, and other commonly encountered drugs, as well as providing general screening for substances that cannot initially be identified. Kits shall be single-use, commercially available, and provide rapid, easy-to-interpret results through a self-contained chemical or colorimetric testing process that minimizes the user's direct contact with the suspected substance. Kits shall be appropriately sized and packaged for use by field officers and investigators. Delivery shall be made to the Albuquerque Police Department Property Unit.

The brand names and catalog numbers below are provided for reference purposes only, to denote the standard of quality and performance desired, consistent with the Brand Names clause in Part 2 of this RFB. Bidders may propose an equal product; the City is the sole judge of equivalence.
