What the bid is for

Through this Invitation for Bids ("IFB"), the Department is seeking competitive bids from (a) qualified organization(s) to produce and deliver serialized, secure, forge proof prescription forms to prescribers in New York State ("NYS"). The organization will also be required to provide a call center to assist prescribers with prescription form orders and provide a secure data system that can be integrated with NYS data systems to monitor and track movement of each prescription form as further detailed in Section 4. (DETAILED SPECIFICATIONS). It is the Department's intent to award one (1) contract from this procurement.

Article 2-A, Section 281 of the NYS Public Health Law requires all prescriptions written in NYS be on an Official New York State Prescription form ("ONYSRx"). The New York State Official Prescription Program ensures the availability of ONYSRx's for prescribers in NYS. A call center to assist prescribers with ONYSRx orders is also needed.

The Contractor must maintain a minimum of 1,750,000 Official New York State Prescription forms in secure storage for emergency orders that may be placed at all times.

The Contractor shall adhere to a base 31 numbering scheme that has been developed and employed in the current contract period. [...] A unique human-readable consecutive number (Alphanumeric) and matching linear barcode (code 3 of 9) must be applied to each individual prescription form in an established numbering scheme approved by Department of Health.

Base printing must be done on an offset printing press and NOT by means of laser, ink jet or toner type reproduction. [...] A safety VOID pantograph background is required on each design.
