What the bid is for

The purpose of this Request for Proposal (RFP) is to establish a new contract with a qualified firm to provide high-resolution aerial imagery services and related geospatial data products for Rockland County (see attached Rockland County Boundaries Map-Exhibit A). It is anticipated that this solicitation will result in the award of a single contract.

Rockland County seeks to continue and enhance its established annual imagery acquisition program through the collection of countywide high-resolution orthophotography, oblique imagery, and updated planimetric datasets. These data products support the County’s Geographic Information System (GIS) and the operational, planning, emergency response, and asset management needs of County departments and municipal partners.

The Department of General Services – Purchasing Division is the issuing office on behalf of the Department of Planning.

Scope

Objectives

  • Establish a five‑year contract that provides for the annual acquisition of high‑resolution natural‑color orthophotography and oblique aerial imagery covering the entirety of Rockland County, New York.

  • The proposer should also provide training and supporting documentation to ensure users can effectively utilize the system and its available tools.
  • The County is requesting an add-in tool that integrates the orthogonal and oblique imagery into ESRI products and programmatic access to view imagery in Open Geospatial Consortium (OGC) compliant platforms with an Application Programming Interface (API). The proposer shall provide a widget compatible with ESRI’s ArcGIS Experience Builder environment.
  • Update existing planimetric data layers from the future annual imagery capture. Deliver updated planimetric annually.

Scope of Services

  • Geographic Extent: The required coverage for both orthophotography and oblique aerial imagery shall include the full extent of Rockland County, New York, encompassing approximately 176 square miles, plus an extended buffer of several hundred feet beyond the county boundary.
  • Ground Resolution: All orthophotography and oblique imagery shall be collected and delivered in natural color at a minimum ground sample distance (GSD) of 3 inches.
  • Imagery Frequency: The County requires that full‑county ortho and oblique imagery be acquired and delivered at least once annually during the term of the contract.
  • Time of Year: Imagery acquisition shall occur preferentially during spring leaf‑off conditions, with no snow, smoke, cloud cover, or flood‑stage water bodies visible. Fall leaf‑off flights are acceptable as a secondary option.
  • All imagery shall be referenced to New York State Plane East, U.S. Survey Feet, NAD83 horizontal datum. The vertical datum shall conform to NAVD88, U.S. Survey Feet.
  • The selected firm shall provide complete FGDC-compliant metadata. All aerial photography shall comply with the ASPRS Positional Accuracy Standards for Digital Geospatial Data, Edition 2, Version 2.0.
  • Planimetric Development: Planimetric deliverables shall include all Traditional (List A) and Non‑Traditional (List B) planimetric features, captured countywide and delivered in ESRI geodatabase format consistent with Rockland County’s established schema.

Deliverables

  • Final ortho and oblique imagery products shall be made available through the contractor’s secure cloud-based platform (if available), as well as delivered via portable external hard drive.
  • Imagery Hosting: a web-based application with tools to measure distance, height, area; add text and draw features; overlay and ‘swipe’ older images; add and overlay GIS layers; print layouts; export imagery; and save and share projects.
  • ESRI Imagery Integration: an API to stream imagery, a REST endpoint, an ESRI ArcGIS Pro plugin, and a widget compatible with ArcGIS Experience Builder.
