IFB 26-067 FLU/PCR, CT/NG PCR and HCV/PCR Testing

The OMH Clinical Laboratories at Nathan S. Kline Institute, an agency of The New York State Office of Mental Health, is seeking proposals to enter into a (5) Year Contract agreement pursuant to which the vendor shall provide a new all-inclusive one molecular qPCR Analyzer capable of providing fully automated Covid/FLU/PCR, CT/NG PCR, and HCV/PCR tests to run on one (1) single shift six (6) days per week. This would include the analytical units, plus dedicated peripheral PC's and printers.

Deliverables are defined in the Appendix D of attached Office of Mental Health (OMH) contract boilerplate.

Submission method

Electronic bids must be submitted to the Issuing Office via email by the bid submission due date and time. No facsimile or hard copy bids will be accepted. Electronic bids must be emailed to: bids@omh.ny.gov

The email subject line must include the following information: The Solicitation Number and Vendor Name. If bid requires files be sent in multiple emails, indicate the email number, e.g. 1 of 2.

Scoring

The contract will be awarded to the responsible and responsive Bidder offering the lowest total bid amount and who also meets all minimum mandatory requirements, as defined in Section 9 below.

Site visit

A Optional site visit is scheduled for Tuesday, November 3, 2026, at 10 AM EST. The address is 140 Old Orangeburg Road, Orangeburg, NY 10962. Interested bidders are to sign in at the Nathan Kline Institute (NKI) Security Office. Site Visit Registration Form (Attachment B) is due by Thursday, October 22, by 3PM EST.

Contract term and insurance

Anticipated Contract Start/End Dates: 03/01/2027 - 02/29/2032. Proof of insurance and licensing as stated in the OMH contract boilerplate is required. Proof of coverage for New York State Workers' Compensation & Disability Benefits Insurance is **required**.
