Procurement of Miscellaneous Groceries and Frozen Foods.

Cortland County solicits bids for MISCELLANEOUS GROCERIES AND FROZEN FOODS, in accordance with specifications on file in the Office of the County Administrator.

All food and products shall be as specified, or in instances where quality is not specified, indicate grade of product offered, as well as brand name, process or manufacturer.

Delivery locations

All bids shall include delivery with billing to the following county buildings:

• Cortland Co. Nutrition Program, County Office Building, 60 Central Avenue, Room B-14 / Kitchen, Cortland, NY 13045
• Cortland Co. Sheriff's Dept., County Jail, 54 Greenbush Street, Cortland, NY 13045

All deliveries are to be made between 7:00 AM and 12:00 noon on Monday through Friday. [...] Bidder must note on the bid ANY EXCEPTIONS to the delivery schedule.

Estimated quantities are listed by department on the attached bid quote forms. [...] County agrees that all orders to the Vendor will be $400.00, if possible. If a Bidder has a minimum order amount, it shall be indicated on the bid.

INCLUSIVE DATES: JAN 1, 2027 - MAR 31,2027

Submission

Please submit one (1) original and one (1) electronic copy on flash drive or compact disc of proposal to Office of the County Administrator, Attn: Michael Ponticiello, County Administrator, 60 Central Avenue, Suite 316, Cortland, NY 13045 no later than 2:30 PM, Thursday, December 3, 2026. Bids must be submitted to the correct address to be accepted.

The person, firm or corporation making such proposal shall submit it in a sealed opaque envelope to the Couty Administrator on or before the day and hour indicated on the Legal Notice. All bid materials, addendums and responses will be posted on the County website at: http://ny-cortlandcounty.civicplus.com/Bids.aspx.

Evaluation

The governing legislative committee will evaluate proposals and request interviews if necessary. It is anticipated that a decision will be made on or about 30 days after bid opening. The vendor awarded the County's business will be selected based on the offering with the greatest benefit to the County.

Awards will be made on low item bid, or on the basis of lump sum for the total of a group or combination of groups [...] if in the judgment of Cortland County such method of award shall be in the best interest of the County.

Cortland County will negotiate terms upon selection of a vendor. All contracts are subject to review and approval by the Cortland County Attorney.
