What the bid is for

This request for proposals ("RFP") seeks a private sector operator for the designated food, beverage, retail, and paddle sports rental concessions (hereinafter the "Concession or Concessions") at Moreau Lake State Park (the "Park"). State Parks is seeking a single concessionaire to provide high quality, affordable service, inviting atmospheres, and a variety of traditional and diverse food, beverage, retail, and paddle sports rental offerings at the Park.

This RFP will result in the award of a new concession license agreement ("License") to the successful party ("Licensee"). The term of the License will commence on or about January 1, 2027, and conclude on December 31, 2029, subject to the approval of the Office of the New York State Comptroller.

Scope

This RFP invites proposals to operate a seasonal high-quality food, beverage, retail, and paddle sports rental concession at the Premises commencing for the 2027 operating season. Licensee is expected to establish and operate under a sustainable business plan and philosophy that encourages, attracts, accommodates, and facilitates excellence in food, beverage, retail, and paddle sports operations while executing customer service in harmony with existing Park uses and schedules.

The Park is open from dawn to dusk. At a minimum, the food, beverage, retail, and paddle sports concession shall operate daily (10 am – 6 pm) from the Friday of Memorial Day weekend through Labor Day.

Food, Beverage, and Retail Operations

  • All menus must include a variety of healthy food options that are fresh, low in sugars and fat, contain no artificial preservatives or artificial additives.
  • The sale of alcoholic beverages is prohibited. The sale of firewood and bagged ice is prohibited as these items are currently sold by the Park.
  • Licensee may provide catering services in the Park and/or campground provided that the activity does not detract from the services at the Concession location, but such services are not exclusive to this license.

Paddle Sports Rental Operations

  • The boats included in Attachment B of the Sample License are Parks owned equipment and may be utilized by the concessionaire. No motorized vessels are permitted. Self-service rental kiosks will not be permitted and proposals must include a staffing plan.
  • Licensee shall maintain each boat offered for rental in a safe and presentable condition. Licensee must provide a boat rental agreement, daily boat house inspection checklist, and safety inspection checklist. All forms must be approved by State Parks.
  • All boats are required to be outfitted with US Coast Guard approved/required equipment, including but not limited to a properly sized, non-inflatable life jacket for each passenger with a mouth whistle attached by lanyard, and meet NY State and Federal Navigation Laws.
