What the bid is for

The City of Syracuse is seeking to designate a preferred vendor(s) to operate a Syracuse Shared Micromobility System within the City.

The City seeks to implement a micromobility successor to the popular "SYNC" bike share program in the Spring of 2027. [...] Any program operating in the City of Syracuse must be a self-sufficient, independently operated system requiring no City capital or operating expenses, beyond voluntary sponsorship of deployed assets or stations that facilitate City business. The system must be sustained by sponsorship, advertising, and membership revenues.

Scope

The City of Syracuse seeks to engage qualified Vendors to implement and operate a modern, automated, demand-responsive shared micromobility system. The program shall utilize technology (i.e. hardware, software, mobile applications, etc.) to operate a fleet of shared bicycles that may be rented from publicly-accessible locations and returned to another station, kiosk, or other area, in order to provide a new, attractive mobility option that reduces vehicular travel and parking demand on congested city streets. Vendors responding to this RFP should demonstrate the details of the following requirements and successful experiences in implementation of such systems in comparable cities.

Scope areas

  • Equipment
  • Data Collection
  • Distribution
  • Type of System
  • Funding
  • Phasing
  • Marketing
  • Maintenance
  • Customer Service
  • Membership and Pricing
  • Implementation Schedule
  • Anticipated City Roles and Responsibilities
  • User/ Customer/ Rider Enforcement Policy

The shared micromobility system will be wholly developed, owned, operated, and maintained by the Vendor(s). The City of Syracuse will participate in the initial planning and direct the implementation of the System, as well as conduct ongoing evaluations as necessary.

The selected Vendor(s) are solely responsible for all funding, including obtaining sponsorships or other programs needed to support the system.

The Vendor(s) is solely responsible for installation of all system materials. The Vendor(s) must comply with all applicable laws and regulations, including proper permitting.

It is the intent of the City of Syracuse to have an exclusive operator.
