What the bid is for

Iredell County Government is seeking proposals from qualified companies and/or organizations to provide contracted on-site physical therapy services for Iredell County employees, retirees, and eligible dependents covered under the County's Group Health Insurance Plan.

The County currently offers on-site physical therapy services to its employee population 25 hours per week, co-located at the County's Employee Wellness Clinic, 318 Turnersburg Highway, Suite B, Statesville, NC 28265. [...] The County is particularly interested in proposals from organizations that specialize in providing high-quality, cost-effective on-site or worksite physical therapy services for employers of comparable size, and that can demonstrate the ability to improve employee musculoskeletal health outcomes and reduce related healthcare costs.

Please note this RFP is limited exclusively to physical therapy services. The County is not soliciting occupational therapy, speech therapy, or other allied health disciplines under this RFP.

Scope

To improve the overall musculoskeletal health of the employees of Iredell County Government, the County would like to continue offering On-Site Physical Therapy Services to eligible employees, retirees, and dependents.

The County requires a qualified vendor to staff on-site physical therapy services with licensed clinical personnel, which may include a Physical Therapist (PT) operating in accordance with the North Carolina Board of Physical Therapy Examiners practice act and all applicable state and federal regulations. The County requires the following services:

  • A low-cost, convenient access point for employees, retirees, and dependents to receive on-site physical therapy evaluation and treatment, including orthopedic rehabilitation, post-operative therapy, chronic pain and injury management, manual therapy, and therapeutic exercise.
  • Initial evaluations and periodic re-evaluations utilizing appropriate assessment instruments and techniques to establish an individualized plan of care for each patient.
  • Direct treatment services delivered according to the patient's plan of care, including progress documentation and communication of outcomes as appropriate and permitted by law.
  • Coordination of care with the patient's referring physician, primary care provider, and/or the County's Employee Wellness Clinic clinical staff (Nurse Practitioner/Physician Assistant), as applicable.
  • The County will make available its existing on-site treatment space at no cost to the vendor, along with the existing County-owned equipment currently located in the PT treatment rooms [...] for the vendor's use at no cost. The vendor is responsible for any additional or specialized equipment, supplies, and materials needed to provide services beyond what the County currently provides.
  • Coordination with the Wellness Clinic's scheduling and registration function to provide a seamless patient experience for employees accessing both clinic and physical therapy services.
  • Documentation and record-keeping consistent with North Carolina practice standards, HIPAA, and any applicable Medicare/Medicaid documentation guidelines, with the ability to securely share records for care-coordination purposes as authorized by the patient.
  • Adequate staffing levels, including planned coverage for vacations, illness, and unplanned absences, to minimize disruption in access to care.
  • An itemized invoice detailing services rendered will be furnished to the County monthly. Services rendered under this agreement will not be billed to the County's health plan.
  • Services will be available to all active benefit-eligible employees, retirees, and dependents who are covered by the County's health insurance plan.
