North Carolina State Bureau of Investigation

The NC State Bureau of Investigation invites experienced design firms to submit qualifications to provide design services for the new SBI Logistics Building - Phase 2.

This Phase 2 project will provide a new approximately 36,000 SF building for SBI Logistics offices & storage, Business office area, and the Special Services Section in order to provide secure, functional facilities for Logistics, to allow for growth, to centralize operations on the Garner Road Campus. The proposed building will replace the existing logistics space in the basement of the existing gymnasium building and provide new space to replace leased space for Special Services.

This Phase 2 project will be an addition to the NC SBI Logistics Building - Phase 1 which is currently under construction.

Full A/E design services are required and will include all requirements for the State Construction Office for all submittal phases (SD, DD, and CD) with cost estimates updated at each phase, bidding services, construction administration services, record drawings, and project closeout. In addition, an Advance Planning Phase will be required.

Submission:** Submit **THREE (3) copies** of the *Letter of Interest* and **THREE (3) copies** of your current *Standard Form 254 (SF 254)* with the information package. **E-mail and Fax submittals will not be accepted.

The closing date is **Friday - December 4, 2026 @ 4:00 PM**.

In order to offer architectural, engineering, or landscape architectural services in response to this solicitation, the proposing firm must be properly licensed to practice Architecture, Engineering, or Landscape Architecture in the State of North Carolina.

The submitted information package should not include any notebooks, binders, tab, clips, etc. The format should be 8-1/2" x 11" pages stapled in the upper left-hand corner. The Letter of Interest should not exceed ten (10) single-sided pages or five (5) double-sided pages plus the SF 254.

Selection criteria

• Specialized or appropriate expertise in the type of project.
• Past performance on similar projects.
• Adequate staff and proposed design or consultant team for the project.
• Current workload and State projects awarded.
• Proposed design approach for the project including design team and consultants.
• Recent experience with project costs and schedules.
• Construction administration capabilities.
• Proximity to and familiarity with the area where the project is located.
• Record of successfully completed projects without major legal or technical problems.
• Other factors which may be appropriate for the project.
