Montgomery County Office of Public Health seeks partners to lead innovative and progressive programming to address food insecurity across Montgomery County. Montgomery County Office of Public Health seeks one or more qualified organizations to administer SFPP and TEFAP services throughout Montgomery County. The County may award the full scope to one provider or distribute portions of the scope among multiple providers.
The SFPP provides cash grants to counties for the purchase and distribution of food to low-income individuals. TEFAP provides the responsible distribution of commodity and program funds received by the Commonwealth of Pennsylvania from the USDA for administration of the program as provided for under provisions of Public Law 98-9, as amended, and all applicable regulations. Both programs are intended to supplement the efforts of food pantries, soup kitchens, food banks, feeding programs, and similar organizations to reduce hunger.
In FY24/25, 238,451 pounds of food were distributed through SFPP and TEFAP through 1,067,242 pantry guest visits. Providers should meet or exceed these numbers, although the ability to maintain this level of service will depend on funding allocations from the Pennsylvania Department of Agriculture.

This should include, but is not limited to, surveying both partner pantries and pantry clients on satisfaction with services provided. These surveys must happen at a minimum on an annual basis.
