What the bid is for

The City of Dallas (the “City”) is soliciting bids to establish a three-year, with one, one-year renewal option Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for, universal database animal identification microchips and microchip scanners to be utilized by the Department of Dallas Animal Services. An ID/IQ contract is established when quantities and/or delivery schedules cannot be determined. Goods and services will be ordered on an as-needed basis during the term of this contract.

Scope

The City of Dallas is soliciting bids for an Indefinite Delivery/Indefinite Quantity (ID/IQ) price agreement for universal animal identification microchips and microchip scanners for the Department of Dallas Animal Services (DAS). This agreement will support the identification of animals through the supply of microchips for implantation and the associated database for registration and management. All goods must be integrated seamlessly with the shelter’s current systems to ensure operational continuity and data accuracy. Orders will be placed on an as-needed basis throughout the term of the agreement.

Group 1:

The animal identification microchips supplied must comply with International Organization for Standardization (ISO) standards 11784 and 11785 and operate at a frequency of 134.2 kHz. Each microchip must be encased in biocompatible glass and feature an anti-migration coating, such as Parylene.

For ease of use and safety, each microchip must be pre-loaded in a sterile, single-use syringe applicator equipped with a safety-capped needle. Furthermore, each sterile package must include a minimum of five (5) peel-and-stick labels that clearly display the unique, non-repeating 15-digit microchip identification (ID) number in both human-readable and scannable barcode formats.

All microchips must include a lifetime guarantee against failure or migration from the site of implantation.

Group 2:

The universal microchip scanners supplied must be capable of reading and displaying ID codes from all common frequencies used in North America, specifically 125 kHz (FDX-A), 128 kHz, and 134.2 kHz (ISO FDX-B).

The scanners must be durable and possess a minimum Ingress Protection (IP) rating of IP65 for dust and water resistance. Each scanner must feature a rechargeable battery capable of providing at least eight (8) hours of continuous scanning operation on a full charge. Each scanner must also provide an audible beep and a visual display confirmation upon a successful scan.

All microchip scanners must be covered by a manufacturer's warranty of at least three (3) years, including parts, labor, and shipping. The vendor must provide a warranty covering repair or replacement of defective scanners within five (5) business days of notification throughout the entire contract term.
