Rolling RFP #5: PreK –12 Tier 1 Instructional Materials

The purpose of this Pre-Solicitation Notice is to notify interested parties that the Texas Education Agency (TEA) plans to issue a solicitation for PreK-12 Tier 1 Instructional Materials after the required 60 day pre-solicitation notice has expired.

Project 1: PreK-12 Tier 1 Open Education Resources Sourced Content.

Contractors are to provide qualifications for their existing content to support the procurement, sourcing, development, and customization of fully developed, grade-appropriate Open Education Resources (OER) Tier 1 High-Quality Instructional Materials (HQIM) for PreK-12 in accordance with TEA-determined priorities and timelines. TEA is currently prioritizing math fact fluency content with a focus on K-5 that supports the development of automaticity and computational proficiency across grade levels. Contractors may propose existing instructional materials in a variety of formats, including lessons, activities, assessments, games, videos, audio resources, digital tools, and full courses or programs. The content should be suitable for adaptation and inclusion within TEA-approved OER instructional materials.

Project 2: PreK-12 Tier 1 Open Education Resources Custom Built Instructional Materials.

Contractors are to submit qualifications to create custom-built High-Quality Instructional Materials (HQIM) that will be offered as Open Education Resources (OER) in accordance with TEA-determined priorities and timelines. Currently, TEA is seeking qualifications from contractors to create instructional materials and courses for Grade 6 Spanish Social Studies, Grades 6-8 Social Studies, and English I-IV.

For the avoidance of doubt, all custom-built instructional materials purchased by TEA will be owned by TEA as a work made for hire, with no residual ownership retained by Contractors.

Project 3: PreK-12 Tier 1 and Tier 2 Continuous Improvement of Open Education Resources Developed Core & Supplemental Instructional Materials.

Contractors are to submit qualifications to customize already developed Open Education Resources (OER) instructional materials and supplemental resources for Texas students to support math fact fluency as part of OER High-Quality Instructional Materials (HQIM) for grades PreK-12 with a focus on K-5, in accordance with TEA-determined priorities and timelines. Currently, TEA is seeking qualifications from contractors to customize supplemental math fact fluency materials for integration into TEA-approved OER instructional materials.

For the avoidance of doubt, TEA will retain ownership of all customization work performed under this project.

Responses should be submitted separately and not exceed **50 pages** for each project’s proposal. All required attachments should be submitted separately in **Bonfire**. Attachments are not subject to the 50-page maximum limit. Each project response should be able to standalone as TEA may choose not to award more than one project to the same contractor.
