What the bid is for

The State of Utah is seeking cost-effective and efficient proposals for a comprehensive, victim-centered Automated Victim Notification (AVN) system. The Contractor will provide a secure, highly configurable platform that integrates seamlessly with existing state systems—including Jail and Correctional Management Systems, Offender Management Systems, Court Management Systems, and the Board of Pardons and Parole—to provide live, timely, accurate, and trauma-informed messaging regarding offender release status. The Contractor will provide case management as may be needed and similarly integrate with other state partner case management systems. Contractor must ensure that data remains strictly owned by the submitting agencies and complies with all State of Utah data standards.

Scope

Contractor will be a dependable, adaptable, and expandable system capable of delivering information and alerts in near-real-time. The system must prioritize a cohesive, victim-centered experience while addressing the intricate functional requirements of Utah's various corrections and criminal justice entities. Contractor will provide Utah partners access to the database, enabling them to view near-real-time dashboards, create ad hoc reports, and for approved agencies to enter and edit notifications. It will include a tollfree statewide number and a website with easy entry points for victims to receive standard information and notifications on Defendant status and criminal justice events. The system will include:

  • Trauma-Informed and Victim-Centered Communication: System will provide user experience that prioritizes the victim's emotional and physical safety, giving them personalized control over how they receive information.
  • System Continuity, Victim Verification, and Program Growth: System will provide a seamless, unified experience for the victim across all jurisdictions, while equipping advocates with robust tracking tools and allowing for additional phases to grow services available to victims.
  • Seamless Integration and Accessibility (Compliance): System will securely communicate with existing state infrastructure in near-real-time without losing functionality.
  • Strict Data Ownership, Privacy, and Security: System will protect sensitive victim information and ensure the State of Utah retains absolute control over its data.

Timeline & Logistics

Timeline: A detailed project timeline specifying phases for integration, testing, and go-live (e.g., initial rollout phase followed by legacy system conversions).

Support & Maintenance: Service Level Agreements (SLAs), including response times for technical issues, system updates, and 24/7 call center support.

Additional information

All questions must be submitted through U3P during the question and answer period. Answers from the State will be posted on U3P.

The vendor with the highest- ranking will be selected to negotiate a contract at compensation determined to be fair and reasonable. If fair and reasonable compensation, contract requirements, and contract documents cannot be agreed upon with the highest-ranked vendor, the state may proceed with negotiations with the next highest-ranked vendor.

The issuing procurement unit may not accept a response after the time for submission of a response has expired.

If it is determined that a response does not meet the mandatory minimum requirements, at any time during the solicitation process, it will be deemed non-responsive and disqualified from further consideration.

The Contractor shall maintain commercial general liability insurance with limits of no less than **$1,000,000.00** per person per occurrence and **$3,000,000.00** aggregate.

The State may reject a response if the vendor who submitted the response fails to sign a contract within 90 days after the contract award.
