The purpose of this Request for Proposals is to solicit sealed proposals from qualified firms to establish on-call term contract(s) for community engagement, facilitation, communications, data visualization, and related services for multiple City projects on an as-needed basis. The City's Neighborhood Development Services (NDS) Department and other City Departments may utilize the services. The City reserves the right to make multiple awards as a result of this solicitation to ensure that a wide range of specialized expertise is available to meet the City's needs.
Project goal: Coordinate approaches to engagement to inform the public, synchronize simultaneous planning processes with right-sized engagement tools, and develop engagement methods with appropriate levels of public participation for each project phase.
The selected consultant shall perform the following tasks, in collaboration with City staff and community stakeholders. These tasks support the City's simultaneous engagement needs, including the Citywide Mobility Plan, Comprehensive Plan 5-year review, Affordable Housing Plan update, design guidelines, and others as identified through an iterative process.
The City expects consultants to be familiar with the following engagement protocols:
**Submission method:** Sealed proposals will be received online through the City's OpenGov Procurement portal and are due before **2:00 pm on November 13, 2026**. No telephoned, faxed, emailed, hand-delivered, or mailed proposals will be considered.
Contract shall be for two years beginning date of ratified contract with the option to renew under the terms of the original agreement for up to three additional one year terms if agreed upon in writing by both parties.
Each Proposal must be and remain valid for a period of at least ninety (90) days from the date set by this RFP for receipt of Proposals.
Evaluation criteria:
There will not be a Pre-Proposal Conference.
