What the bid is for

This Request for Qualifications (RFQ) seeks to retain the appropriate professional engineering services to provide bid ready construction documents for two projects associated with the declared disaster FEMA-4775-DR which was declared on April 28th, 2024. Consultant shall provide services in line with typical 30/60/90 design phase services, along with corresponding cost estimates at each phase. Construction Administration and project / grant closeout coordination will also be expected.

Scope

This RFQ seeks to assist the city in the completion of bid ready construction documents for necessary repairs resulting from damages incurred from a winter storm event in January 2024. [...] This RFQ will result in two professional service agreements related to this disaster. The first will address damages to the City's Ediz Hook Boat Launch and the second will address coastal damages along a section of the Olympic Discovery Trail.

Category 1 – Ediz Hook Boat Launch Repairs

Consultant will reassess the damages based in the details below, as some time has now passed since the original storm event. Consultant will be responsible for compliance with all necessary permitting and is expected to communicate directly with those permitting agencies. Consultant will conduct one public outreach forum, to receive input on how the launch is utilized, what works, what does not. [...] Project will run a typical 30/60/90 design phase process and will include cost estimation services with each phase deliverables. Project goals will be to return to two full strings of floats, in full compliance with current requirements, constructed in a way to minimize further risk of future damages due to storm and wave action.

Category 2 – Olympic Discovery Trail Repairs Phase 2

Consultant will be responsible for compliance with all necessary permitting and is expected to communicate directly with those permitting agencies. [...] It is important to note this project does have a section that will require restoration work below the mean high tide elevation, which will require coordination with the Army Corp of Engineers (USACE). Project will run a typical 30/60/90 design phase process and will include cost estimation services with each phase deliverables. The primary goal of the project will be to restore the armor to original condition to prevent further erosion and damage to the project area including the Olympic Discovery Trail.

Category 3 – Grant Closeout / Administrative Services

Coordination with our FEMA partners will be expected with both of these projects. This will include monthly update meetings and quarterly reporting. Construction Administration services can be anticipated and will be negotiated during construction bidding, with a contract amendment required to add those services.
