IDIQ Contract for Interior Painting Services

The Alaska Housing Finance Corporation (AHFC) is seeking bids for an IDIQ Contract for interior painting services as outlined in the Summary of Work. [...] Alaska Housing Finance Corporation is seeking quotes for an indefinite requirement contract for as-needed basis on interior painting services at various AHFC Public Housing Properties in Fairbanks, Alaska. The initial term of the contract shall be for two (2) years from the date of the Notice to Proceed with an option to extend up to two (3) additional one (1) year periods.

Full and partial painting of the interior of vacant units and occasional it also may include common areas, hallways and stairways. We are looking for an indefinite quantity as we do not know how many unit will become vacant. Not all vacant units will require paint and not all units will require a full paint job. Some units or other areas will require primer.

Responsibilities of the successful Contract to include:

• AHFC will provide the paint, and primer if needed and delivered to the location where the work will be completed. (No confusion on color or sheen)
• Contractor to provide all other materials and labor.
• Preparation and painting includes: Surface prep, protection of unpainted surfaces (i.e. cabinets and flooring) professional painting of partial or full units, and cleanup upon completion.
• Protect flooring and surrounding surfaces with a drop cloth or similar covering.
• Painting all walls, ceilings, doors, door trim, and window trim.
• Texture walls and ceiling when needed
• Nail holes/wall blemishes smaller than a Dime will be repaired and considered part of the paint job, anything larger will be repaired and paid at an hourly rate to be determined.
• Removal and re-installation of all switch and outlet cover plates, and light fixtures near painting areas.
• Upon completion of job the contractor shall remove all materials, debris and leave the area in a clean Condition.
• The Contractor shall minimize the inconvenience to the surrounding residents by completing the job in the timeliest manner possible.

Upon request by Alaska Housing Finance Corporation designated personnel, the Contractor shall provide services within fourteen (14) business days of the request.

**Submission of Bids:** Bids must be submitted to the Reception Desk at AHFC, 4300 Boniface Parkway, Anchorage, Alaska 99504. It is the responsibility of the bidder to ensure that their bid is in the proper office of AHFC prior to the closing time established for receiving bids. Bids can also be delivered by email to Submittals@ahfc.us. Bids received after the scheduled closing time may be deemed as late bids.

**Criteria for Selection:** The Contract will be awarded to the responsive and responsible bidder submitting the lowest bid complying with the conditions set forth herein, provided its bid is reasonable and it is in the best interest of AHFC to accept it.

**Required:** Proposal Form / Fee Proposal and Certifications (REQUIRED), including an *Affidavit of Disclosure of Interest*, signed and notarized, and an *Affidavit of Non-collusion*, signed and notarized.

**Insurance:** The successful bidder will be required to secure and maintain the insurance required by the Contract documents. See Article 7 of the Supplement to General Conditions.

**Site visits:** AHFC encourages all contractors to inspect each site location identified in the attached Scope of Work before submitting the bid. Site visits may be scheduled between the hours of 8:00 a.m. to 5:00 p.m. To request a visit, please contact the Procurement Officer identified above.
