The San Mateo County Assessor’s Office invites qualified vendors to submit proposals for unlimited access to digital commercial real estate lease comparable data through an online interface (the “Lease Database”). The resulting subscription will run from January 1 through December 31, 2027, and must provide comprehensive coverage of San Mateo County and the broader San Francisco Bay Area. Commercial appraisal staff will use the Lease Database to support mass appraisal valuations of commercial properties under the income approach to value.
The selected Lease Database must therefore be comprehensive, defensible, scalable, and suitable for application across the county’s diverse commercial property base.
**Objective.** The San Mateo County Assessor’s Office is requesting proposals from qualified vendors to provide a Software-as-a-Service subscription platform. The platform must provide on-demand access to an existing commercial real estate lease comparable database for a one-year term, effective January 1, 2027 through December 31, 2027.
**Property Scope.** The database will be utilized by Assessor staff for mass appraisal and property tax assessment purposes. The system must support the income approach to value for commercial properties located within San Mateo County, including:
**Localized Data.** Lease comparable data must cover San Mateo County and surrounding San Francisco Bay Area markets and must be updated regularly by the vendor. Proposers must identify the counties, markets, submarkets, and other geographic boundaries included in the proposed price.
**Historical Depth.** The database must provide historical commercial lease transactions sufficient to support retrospective valuation and market trend analysis. Proposers must identify the period of historical coverage included in the proposed price.
**Defensibility.** The system must produce defensible, reproducible lease comparable searches and reports suitable for administrative appeals, assessment appeals board hearings, audits, and legal reviews.
**Delivery.** Delivery of database access shall be electronic only. No tangible or physical media will be accepted.
**Support & Maintenance.** The vendor must provide timely technical assistance, system updates, and user troubleshooting at no additional cost to the County throughout the contract term.
To ensure operational readiness by the January 1, 2027 contract start date, the selected vendor must provide comprehensive onboarding support at no additional cost to the County, including:
