Hazardous Waste Collection & Disposal Services

The County of Orange, OC Waste & Recycling (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Hazardous Waste Collection and Disposal Service for HHW Waste Collection Centers and Landfills per the scope of work provided in the contract.

The County intends that the successful Respondent shall provide Hazardous Waste Collection & Disposal Services proposed in accordance with contract requirements set forth in the solicitation and Model Contract, including Attachments.

This Contract specifies contractual terms and conditions by which County will procure Hazardous Waste Collection & Disposal Services from Contractor as further detailed in the Scope of Work, identified and incorporated herein by this reference as “Attachment A”.

The Contract is comprised of the following Attachments:

• Attachment C – Subcontractors
• Exhibit I - Map of Orange County’s Landfills and Household Hazardous Waste Collection Centers

Contractor and County are entering into this Contract for Hazardous Waste Collection & Disposal Services under a firm fixed fee Contract. County agrees to pay Contractor based on the schedule of fees set forth in Payment and Compensation, attached hereto as Attachment B.

**Submission:** This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed.

**Mandatory** pre-submittal meeting and site visit: attendance is mandatory in order to participate in the proposal/bid process and is limited to two individuals per Contractor/Vendor. Failure to attend this pre-proposal meetings/job-walks will render your proposal non-responsive.

**Contract term:** The initial term of this Contract shall become effective Thursday, July 1, 2027 and shall continue for three (3) calendar years, unless otherwise terminated as provided herein. This contract shall not be renewed unless otherwise approved by the County Board of Supervisors.

Insurance (minimum limits):

• Commercial General Liability: **$5,000,000** per occurrence; **$5,000,000** aggregate
• Automobile Liability: **$2,000,000** combined Single Limit per occurrence
• Workers' Compensation: Statutory
• Employers Liability: **$1,000,000** per accident or disease
• Pollution Liability: **$3,000,000** per claims-made, or occurrence
