Fresno Area Express is soliciting a professional services agreement for an interim hydrogen refueling solution through challenged-based acquisition.
The City of Fresno’s Department of Transportation/Fresno Area Express (hereafter referred to as FAX), seeks professional services to provide interim hydrogen refueling in line with FAX’s objectives for this project (see SoS-3).
This solicitation will be conducted as a Challenged Based Acquisition (ChBA), where FAX describes the challenge and selects the proposed solution on the basis of demonstrated capability rather than on the basis of written proposals alone (see SoS-4). The means and methods of the solution are at the discretion of the Proposers, but will be evaluated against the goals, objectives, criteria, and procedures detailed in this solicitation (see IP-06, SoS-03, and SoS-04).
Please note: this is not a public work of improvement request. There will be no construction, alteration, or demolition allowed for proposed solutions.
