RFQ 902824 Dodge Vehicle Purchase

It is the intent of these specifications, terms, and conditions to describe Dodge vehicles being requested by the County.

The County intends to award a one (1)-year contract (with the option to renew for four [4] years) to a pool of up to three (3) Bidders selected as the lowest responsive and responsible Bidder(s) whose response meet(s) the County’s requirements.

The County is seeking Contractor(s) to provide the option of purchase and delivery of various new and unused vehicles in the most current models for use by various Alameda County Agencies to conduct business on a daily basis.

Contractor must provide and deliver new, current-model Dodge vehicles or approved equivalents that fully comply with all County specifications, applicable federal and California regulations, manufacturer warranty provisions, and contract pricing, while consistently meeting established performance standards for timely delivery, order accuracy, documentation, customer service, reporting, and issue resolution to ensure reliable, uninterrupted fleet operations for Alameda County throughout the contract term.

Vehicle must be new (unused) and manufacturer’s current production as of the time purchase order is placed.

Contractor must provide the following Dodge models with standard trim, or approved equivalent by the County:

• Dodge Ram Promaster City;
• Dodge Ram Promaster EV;
• Dodge Durango;
• Dodge Durango Pursuit;
• Dodge Chrysler Pacifica; and
• Dodge Chrysler Pacifica Hybrid.

The County may order other vehicle models/trims not listed above. For models/trims not listed above, bidders must provide pricing as a percentage above dealer triple-net pricing. [...]

All vehicles must be delivered in clean and undamaged condition with a full tank of fuel and other fluid levels at the manufacturer’s recommended full capacity.

All manufacturer’s pre-delivery service and inspections must be completed prior to delivery.

Delivery must be Free On Board (F.O.B) destination prepaid and allowed to Alameda County for:

• Dublin;
• Livermore; and
• Oakland.

Contractor must agree to drop ship vehicles directly to an alternate location within Alameda County borders at no additional charge to County upon request at time of order.

At delivery, Contractor must provide:

• Manufacturer Invoice;
• OEM Build Sheet;
• Certificate of Origin;
• Warranty Information;
• Owner Manuals;
• Keys and Key Fobs;
• Title Documents; and
• Diagnostic Software Access Information.

**Submission:** All response documents must be completed, successfully uploaded, and submitted online through County of Alameda Procurement Portal BY **2:00 p.m.** on the due date specified in the Calendar of Events. No hardcopy, email (electronic), or facsimile responses will be considered.

Bidders must submit an electronic version of their proposal in a PDF file, preferably a single file if size permits.

The submitted Proposal must conform to and include *Exhibit A – Bid Response Packet*, as amended or revised by Addendum, including additional required documentation.

Bidders must submit pricing using the Pricing Table within the County of Alameda Procurement Portal.

The award will be made to the lowest responsive and responsible Bidder(s) who meets the requirements of these specifications, terms, and conditions.

If a Bidder is certified by the County as either a small and local or an emerging and local business (SLEB), the County will provide up to 5% bid preference for procurements over $25,000.

If a Bidder is located within Alameda County, the County may provide a 5% local bid preference.

The contract term, which may be awarded pursuant to this RFQ, will be one (1) year.

By mutual agreement, any contract, which may be awarded pursuant to this RFQ, may be extended for an additional four (4) years.

All bid responses must remain open to acceptance and irrevocable for a period of not less than 180 days unless otherwise specified in the bid documents.
