Traffic Signal Head Improvements

Work in this Contract includes all labor, materials, and equipment necessary for construction of the Traffic Signal Head Improvements as noted on the Contract Drawings and all other Contract Documents.

The City Council of the City of Redlands invites all and will receive sealed Proposals (Bids) for *Traffic Signal Head Improvements, Project No. S400029 / Federal Project No. HSIPL-5083(028)*.

Submission

Sealed Proposals (Bids) will be received at the office of the City Clerk, City of Redlands, 35 Cajon Street, Suite 4, Redlands, CA 92373, on **November 16, 2026, up to the hour of 1:00 p.m.**, at which time they will be opened and publicly read. Bids shall be marked: BID FOR: TRAFFIC SIGNAL HEAD IMPROVEMENTS, PROJECT No. S400029 / FEDERAL PROJECT No. HSIPL-5083(028).

Proposals (Bids) shall be executed on the separately bound forms included within the *Bid Submittal Package* in accordance with the instructions contained therein.

The City of Redlands utilizes PlanetBids, a web based bid management service to manage request for bids. PlanetBids can be accessed through the City of Redlands website at http://www.cityofredlands.org/RFP.

Bonds and Security

• Bid security, in the form of a cashier's check, a certified check made to the order of the City of Redlands, or a Bidder's Bond, in an amount not less than ten percent (10%) of the amount of the Bid is **required** to be submitted with each Bid.
• The Bidder to whom award is made will be required to furnish a Labor and Material Bond and a Faithful Performance Bond each in an amount of 100% of the Bid amount.

Other Requirements

• Bidders shall be licensed as "Class C10".
• The successful bidder shall pay not less than the prevailing rate of per diem wages pursuant to CA Labor Code Section 1770 et seq.
• No Bidder may withdraw their Bid for a period of sixty (60) days after the time of Bid Opening.
• This project is subject to the "Buy America" provisions.
• The low bid will be determined pursuant to Public Contract Code Section 20103.8 as the lowest bid price on the Bid Schedule Total Price.
