What the bid is for

Norwich Public Utilities (NPU) is a municipally owned utility in Norwich, CT that provides four utility services for the residents of Norwich - natural gas, electricity, water and wastewater. [...] NPU will replace its current ERP and customer information and utility billing system in 2027-2028 and seeks qualified vendors to submit proposals that can meet these requirements.

NPU currently utilizes an on-premise deployment of the Microsoft GP platform for its ERP and the Cogsdale CIS platform for its Utility Billing functions. The current platform is reaching end of life and the target to complete replacement is 3rd quarter of 2028. NPU is exploring options to replace both applications, and to implement a customer portal and meter data management (MDM) solution.

Scope

NPU is requesting proposals to replace their current Microsoft GP application and add-on modules which are used for the core financial functions, purchasing and materials management, and payroll. NPU would like to implement a modern ERP application that provides excellent integration across all the modules and provides workflow and automation throughout the system to eliminate manual processes for recurring tasks.

The ERP modules that should be included in your proposal are described in the following sections.

  • General ledger
  • Accounts payable
  • Purchasing
  • Materials / Storeroom management
  • Fixed assets
  • Project Accounting
  • Treasury/Cash & Bank Management
  • Grants and Grant Reporting
  • Business Analytics and Reporting
  • HR/Payroll
  • Customer Information and Billing
  • Integrations
  • Technology

NPU has a Tantalus AMI system for all its metered services with remote capabilities on the electric meters. The ability to integrate the meter data with the CIS/UB and a new customer portal are critical requirements as NPU seeks to continue increasing the value of the AMI investment for its customers.
