Richardson & Robbins Building Restroom Renovations

The project involves renovations to (8) existing gendered restrooms at the Richardson & Robbins Building to update fixtures and finishes, and to rearrange restroom layouts for ADA compliance. (2) grouped restrooms on the first floor will be completely removed and replaced with (6) single-user restrooms. The (6) remaining gendered restrooms will be completely renovated.

Sealed bids for OMB / DFM Contract No. MJ1002000085 for Richardson & Robbins Building -R&R Restroom Renovation, will be received by the State of Delaware, Office of Management and Budget, Division of Facilities Management.

All restrooms will receive new floor, wall, and ceiling finishes; new plumbing fixtures and piping, electrical devices, lighting fixtures, and HVAC accessories; toilet partitions, and casework.

Sealed bids will be received by way of the Bonfire Portal at https://DFM.bonfirehub.com until **1:00pm local time on, December 03, 2026**. Bids may also be delivered in person to 122 Martin Luther King Jr BLVD S Dover DE 19901 no later than the date and time indicated above. Bidder bears the risk of late delivery.

Bids will be opened and read aloud at 2:00pm local time at the Haslet Armory, 122 Martin Luther King Jr. Blvd. South, Dover, DE 19901.

Contract documents may be obtained at the office of BECKER MORGAN GROUP, INC., 309 S. Governors Avenue, Dover, DE 19904, 302 734-7950 upon receipt of **$25.00** per set / non-refundable. Checks are to be made payable to "BECKER MORGAN GROUP, INC.".

Each bid must be accompanied by a **bid security** equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a **performance bond and payment bond** in a sum equal to 100 percent of the contract price upon execution of the contract. The Owner reserves the right to reject any or all bids and to waive any informalities therein.
