Stockley Campus C-6 Building Renovations

The project involves renovation of an existing 9,000 square-foot building on the Stockley Campus. The intent is to completely renovate the building into a 12-bed foster care shelter. The existing building will be completely gutted and renovated. All systems shall be replaced including but not limited to HVAC, Plumbing, Electrical, Roofing, Windows, etc.

Sealed bids for OMB/DFM Contract No. MJ3705000006 Project Name: Stockley Campus C-6 Building Renovations will be received by the State of Delaware, Office of Management and Budget, Division of Facilities Management. The work is for the Delaware Department of Services for Children, Youth & Their Families.

**Submission:** Sealed bids will be received by way of the Bonfire Portal at https://DFM.bonfirehub.com until **1:00pm local time on December 10, 2026**. Bids may also be delivered in person to 122 Martin Luther King Jr Blvd S Dover DE 19901 no later than the date and time indicated above. Bidder bears the risk of late submission.

Bids will be opened and read aloud at 2:00pm local time at the Haslet Armory, 122 Martin Luther King Blvd. S., Dover, DE 19901.

A **MANDATORY** Pre-Bid Meeting will be held for the purpose of establishing the list of subcontractors and to answer questions. Representatives of each party to any Joint Venture must attend this meeting. ATTENDANCE OF THIS MEETING IS A PREREQUISITE FOR BIDDING ON THIS CONTRACT.

Each bid must be accompanied by a bid security equivalent to **ten percent** of the bid amount and all additive alternates. The successful bidder must post a performance bond and payment bond in a sum equal to **100 percent** of the contract price upon execution of the contract. The Owner reserves the right to reject any or all bids and to waive any informalities therein.
