What the bid is for

Sealed Bids will be received by the City of Albany, Procurement Division, 222 Pine Avenue, Suite 260, Albany, Georgia 31701, until **2:30 p.m. on November 10, 2026**, for the comprehensive intersection upgrades at eight locations. The project encompassing selective infrastructure demolition, new concrete sidewalks, curb installations, ADA ramp adjustments and complete traffic signal overhauls with new steel strain poles, controllers, thermoplastic markings, and regulatory signage. All work must conform to the project specifications in accordance with all contract documents.

Scope

The project scope consists of comprehensive intersection improvements across eight sites, encompassing civil infrastructure modifications, updated traffic control signage, and complete signal system modernization. Civil works include selective demolition, concrete sidewalk removal, and the installation of standard concrete paving, curbs, gutters, and ADA-compliant wheelchair ramps. Directional boring will be performed as required to facilitate the installation of underground conduit and associated signal infrastructure while minimizing surface disturbance. Traffic control enhancements entail grinding down existing pavement markings, applying new thermoplastic traffic stripes and lane arrows, and installing new regulatory, pedestrian, and internally illuminated street name signs. Additionally, the traffic signal overhauls require removing existing poles to erect new steel strain poles with mast arms ranging from 25 to 55 feet, upgrading to Model 2070LX controller units with Model 332 cabinet assemblies, and cutting approximately 640 to 1,060 linear feet of loop saw cuts per intersection for vehicular detection.

Additionally, the Contractor must perform multi-classification vehicular, pedestrian, and truck volume data collection, processing, and documentation across all eight project sites plus four additional coordinated signal intersections along Jefferson Street. This collected traffic data must be processed and compiled to fully develop, coordinate, and implement comprehensive system-wide traffic signal timing parameters and timing plans across the network.

Contractor's bid shall include all necessary labor, materials, tools, equipment, and all other items necessary to complete the contract requirements in accordance with specifications, general conditions, special instructions to bidders and all other provisions included in this invitation to bid.
