ADVERTISMENT FOR BIDS SANITARY SEWER EXPANSION 2026

Sealed bids for construction of the Sanitary Sewer Expansion to Serve Spring Creek Charter Academy will be received until **November 10, 2026 at 11:00 AM** local time. Bids must be submitted electronically through QuestCDN.com. No paper submissions will be accepted.

This project is funded in part or whole by GEFA Hurricane Helene Decentralized Sewer monies.

Work to be done shall consist of all labor, materials, equipment, and appurtenances necessary to complete the proposed improvements as shown in the Project Documents. More specifically, the scope includes installation of a new duplex submersible lift station featuring a 6 FT diameter wet well, +/- 2,900 LF of 6" PVC sewer force main, +/- 50 LF of 10" PVC gravity sewer main, rehabilitation of one existing duplex submersible lift station, directional drills, manholes, electrical, and pavement replacements. All force main and the new Spring Creek Charter Academy lift station shall be installed, tested, operational, and ready for service by May 31, 2027.

Time allotted for completion of work is **180 consecutive calendar days**. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract.

Bids must be submitted electronically through QuestCDN.com. No paper submissions will be accepted. Base Cost of all Bids shall be published to the QuestCDN website no later than 30 minutes after the closing time. Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except as specifically may be provided in the Instructions to Bidders and/or by State law.

Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than **10%** of the base bid. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded.

The Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder. It is **mandatory** that the Bidder's *Affidavit of Compliance with O.C.G.A. §13-10-91* be completed and submitted with the Bid.
