The State of Hawaiʻi, Department of Hawaiian Home Lands (DHHL), Land Management Division (LMD), is seeking bids to furnish all labor, materials, equipment, transportation, supervision, tools, and incidentals necessary to construct a firebreak and install ungulate-proof fencing along Honokoa Gulch.
The project is intended to reduce erosion and the transport of sediment from DHHL lands toward Kohala’s nearshore marine environment. Feral goats in and around Honokoa Gulch consume and damage vegetation, leaving soil more susceptible to erosion. The fencing is intended to exclude feral goats from the gulch and adjoining riparian areas so vegetation can recover. The firebreak is intended to reduce wildfire risk to Kawaihae communities and the Honokoa watershed, protect vegetation that helps stabilize the land, and provide access for fence construction and long-term land management.
The work includes the installation of approximately 45,000 linear feet of four-foot-high woven-wire ungulate fencing on both sides of Honokoa Gulch; constructing approximately five miles of firebreak with a minimum width of 20 feet on the south side of the gulch; five fenced stream crossings; fence-corridor preparation; and fabrication and installation of one step-over and step-through gate at location shown in the plans. The approved plans and DHHL-marked alignments shall establish the actual work locations and construction limits.
The Contractor shall construct approximately five miles of firebreak on the south side of Honokoa Gulch along the alignment shown in the plans. The finished cleared corridor shall be at least 20 feet wide, measured across the approved firebreak alignment, unless otherwise directed by DHHL through a written contract modification. Work includes cutting, mowing, trimming, mulching, or removing brush, grasses, shrubs, and other vegetative fuels necessary to establish a continuous firebreak.
The Contractor shall furnish and install approximately 45,000 linear feet total of four-foot-high woven-wire fencing along the approved alignments on both sides of Honokoa Gulch. The fencing shall be located approximately 200 to 400 feet from the edge of the gulch, as established by the approved alignments. The fence shall form a continuous barrier between the approved gate and stream-crossing locations and shall be constructed to restrict passage by feral goats.
The Contractor shall construct five fenced stream crossings at locations shown in the approved plans. [...] Furnish and install one galvanized-steel pedestrian gate, complete with a fixed mesh covered lower section and a swinging gate above it with appropriate support, anchoring, hardware, and connections to adjacent ungulate fencing at the location and in the quantity identified in the approved plans and Bid Offer Form.
The Contractor shall remove green waste, slash, and clear debris from the site and lawfully dispose of it off-site unless DHHL approves another method in writing.
The Contractor shall complete all work within one hundred eighty (180) calendar days after receipt of the Notice to Proceed.
