Town Lawn Mowing and Maintenance Services Bid No. 2026 – 006

The Town of Riverdale Park (hereinafter called the “Town”) is issuing this Invitation to Bid (ITB) to engage a Contractor licensed to conduct business in the state of Maryland to provide lawn mowing and landscape maintenance services for Town-owned sites and the median of East-West Highway in Riverdale Park owned by the state; and maintenance of six rain gardens and two bio-retention facilities.

The Town intends to enter into a three (3) year agreement with the selected Contractor that will begin on April 1, 2027, and end on March 31, 2030, with the option to extend the agreement for two (2) additional one-year terms.

The Contractor shall furnish all labor, equipment, and materials necessary to maintain the sites in an attractive and healthy condition in accordance with relevant industry standards and the Town’s specifications and standards. Detailed maintenance requirements, site list, and specifications are included in the Scope of Work.

The successful Contractor shall furnish all labor, equipment, tools, services, skills, necessary to maintain the landscape in an attractive condition throughout the contract period. Maintenance of plant materials shall include but not be limited to mowing, edging, pruning, fertilizing, watering and cleanup. [...] The base work shall be performed between April 1st and November 30th of each year. No base services will be performed during December, January, February, or March.

There are 34 mowing sites. Each site varies in size and work needed. In total, the sites equate to roughly 15 acres of land.

In addition to pricing for lawn mowing services, the Town is requesting separate pricing for the routine maintenance of six (6) rain gardens and two (2) bioretention facilities located within the Town. [...] In addition to lawn mowing and stormwater facility maintenance services, the Town is requesting separate hourly pricing for snow and ice removal services on an as-needed, on-call basis.

**Submission method:** All bids must be submitted by email no later than noon on **November 20, 2026**. Bids must be emailed by the due date and time to RFP-BIDQuestions@RiverdaleParkMD.Gov; Subject Line: Bid No. 2026-006. Bids will be opened and read aloud at a Zoom meeting at 12:30 pm. Any bid received after this date and time will not be considered.

All bids must remain in effect for at least 90 days from submittal.

Bid Bond

Each Bid shall be accompanied by bid security in an amount equal to **ten percent (10%)** of the total Bid amount.

Performance Bond

The successful Bidder must furnish a Performance Bond in the amount of **100 (One Hundred) percent** of the contract price [...] within ten (10) calendar days of notification that its bid has been accepted.

Site visits

Contractors are also advised to visit the actual sites before submitting a proposal.
