New York State Urban Development Corporation, d/b/a Empire State Development, a public authority of the State of New York, constituting a political subdivision and public benefit corporation (“ESD”) is seeking proposals (“Proposals”) from qualified and responsible parties for a project (the “Project”) that entails the disposition and redevelopment of state-owned land for residential use, including affordable housing. Each party that submits a Proposal to this Request for Proposals (“RFP”) is referred to herein as a “Respondent.” A Respondent that is conditionally designated through this RFP process is referred to herein as a “Designated Developer.”
The Project site is part of the Mohawk Valley Psychiatric Center Campus (the ”Campus”), formerly known as Utica State Hospital, which opened in 1843. The Campus encompasses the old Utica State Hospital and the former Marcy State hospital. The Campus sits on 119 acres and the parcel site that is being considered for disposition and redevelopment is 6.13 acres (the “Site”). The Site is currently zoned for Mixed-Use Campus (MUC) uses.
ESD invites all qualified parties to submit Proposals for the redevelopment of the Site in accordance with the goals and objectives of the Project and the parameters specified in this RFP. Respondents are invited to propose for the Site a mixed-use development plan with affordable and supportive housing along with space for supportive services, if feasible. Rental housing should include at least 50 units of supportive housing for people with serious mental illness (“SMI”), as defined by the New York State Office of Mental Health (“OMH”), and approximately 100 additional units of affordable housing.

2. Provide approximately 100 units of affordable housing for individuals and families without an age restriction, ensuring an efficient use of site capacity and available financing resources;
3. Ensure compliance with HCR financing and program requirements;
4. Ensure adequate parking for the proposed development;
5. Improve infrastructure and undertake environmental remediation necessary to facilitate the proposed development, including demolition of Building 51 and removal of existing fence around Old Main;
6. Incorporate environmentally sustainable, resilient, and energy efficient development and building design that aligns with the greenhouse gas reduction goals of the CLCPA and broader climate objectives. Additionally, HCR Design and Sustainability Guidelines should be followed;
7. Create local job opportunities for area residents during construction and operation; and
8. Ensure meaningful participation by certified MBE, WBE, and SDVOB entities.
Proposals may also include community facility space; retail space; and or passive and active open spaces.
Proposals also need to include on-site building demolition and infrastructure improvements necessary to facilitate the development. Proposed redevelopment should comply with existing zoning or explain how the Respondent will obtain approval from the local jurisdiction for any variation therefrom.
