NOTICE IS HEREBY GIVEN, that sealed bids are sought and requested by the County of Chemung for the purchase of the following:

RFB-2931 TOPSOIL (2027-2028)

**Sealed Bids** will be received in the Chemung County – City of Elmira Purchasing Department, Third Floor, Room 309, 150 Lake Street, Elmira, New York 14901, until **1:45 P.M. on November 19, 2026**, where they will be publicly opened, read aloud, and broadcast via Teams at 2:00 P.M. on the date due. No bidder may withdraw their bid within forty-five (45) days after the date of the bid opening.

Bids may be submitted electronically via the Empire State Bid System website at www.bidnetdirect.com/new-york or delivered in hard copy (in duplicate) to the Chemung County Purchasing Department, at the above address.

• Any bid received in the Purchasing Office or electronically after 1:45 on the due date will not be considered.
• If submitting electronic bids, hard copy bids are not required to be submitted.
• Hard copy bids delivered to the Purchasing Department must be in duplicate (one original and one exact copy).
• The County of Chemung reserves the right to reject any and all bids and to waive any informality.
