RFB-2923 BRIDGE REPLACEMENT -COUNTY ROAD 54 OVER JACKSON CREEK

Sealed bid proposals are sought and requested by the County of Chemung for the following contract:

RFB – 2923: Bridge Replacement – County Road 54 (Jackson Hollow Road) over Jackson Creek, BIN 3332140, PIN 6755.83 | D041496

The purpose of the project is to replace the existing bridge with a structure that meets NYSDOT safety Standards. The existing structure has reached the end of its service live, and multiple prominent structural concerns are present. The new structure will have an expected service life of at least 75 years with routine maintenance. [...] Overall, the need for the project is based on providing safer traffic passage on CR54, an improved hydraulic opening, and cost-efficient future maintenance of the structure.

Submission

Sealed bids will be received in the Chemung County-City of Elmira Purchasing Department, Third Floor, Room 309, 150 Lake Street, Elmira, New York 14901, until **1:45 P.M. on December 3, 2026**, where they will be publicly opened, read aloud, and broadcast via Teams at 2:00 P.M. on the date due. Bid proposals must be submitted in duplicate (one original and one exact copy). Bids received via facsimile or electronically will not be considered.

Each bid shall be accompanied by a deposit in the amount of **Five Percent (5%)** of the total base bid in the form of a Certified Check, Bank Draft, or Bid Bond. Cash will not be acceptable as a deposit. No bidder may withdraw their bid within forty-five (45) days after the date of the bid opening.

Plans, Specifications, and Proposal Forms may be viewed and downloaded on or after November 5, 2026, by registering with the Empire State Purchasing Group at www.EmpireStateBidSystem.com. No hard copies of the plans and specifications will be provided.

This project has a 0% DBE participation requirement.
