Orange County Electric Ice Resurfacer Acquisition

Orange County Sportsplex is issuing this Request for Proposal (RFP) to solicit competitive bids for the purchase and delivery of one (1) new Lithium-Ion Electric Ice Resurfacer.

Our goal is to transition to an emission-free, high-performance electric resurfacer to maintain premium ice conditions at our facility. The objective is to secure a machine configured to our exact operational specifications, complete with factory warranty coverage, specified optional accessories, and comprehensive technical support.

Orange County is formally requesting competitive, sealed proposals from qualified equipment manufacturers or authorized commercial dealerships to furnish and deliver one (1) brand-new, electric ice resurfacer.

The selected vendor will be required to provide a complete operational system package, including the vehicle, the specified battery-charging infrastructure, operations training, and warranty services. All equipment delivered under this contract must be new, fully assembled, safety-tested, and ready for immediate service upon delivery to the designated county facility.

The technical and vehicle specifications are based on the Zamboni 552AC. Vehicles submitted for bid must meet or exceed all standard factory specifications for the electric ice resurfacer, with a Lithium-Ion battery configuration and a 77-inch conditioning deck. The unit must be delivered fully assembled, calibrated, and inclusive of the specific factory-installed systems and upgrades detailed below.

Required Upgrades and Optional Equipment

• Power Source: Maintenance-free Lithium-Ion battery system with compatible fast-charging station.
• Advanced Water System: High-capacity water management and conditioning configuration.
• Stainless Steel Water Distribution Pipe: Corrosion-resistant construction for premium ice application.
• Standard Water Level Sight Gauge: Clear external operational gauge for monitoring water levels.
• Power Board Brush (Large Style): Heavy-duty integrated side brush system for clearing kickboards.
• Integrated Auger Washout System: Built-in plumbing system for efficient horizontal and vertical auger clearing.
• Auto Snow Breaker: Automated mechanical snow breaker system located within the snow tank.
• Snow Tank Light: High-visibility interior light for monitoring tank volume during low-light operation.
• Backup Alarm: Integrated audible safety alert system that triggers automatically when the vehicle operates in reverse.

Delivery and Training

• Delivery Location: Orange County Sportsplex, 101 Meadowlands Drive, Hillsborough, NC 27278
• Timeline: Delivery must be coordinated and completed no later than **November 30, 2027**
• On-Site Training: The vendor must provide a comprehensive technical onboarding session for facility operations staff. This training must cover safe electric vehicle operation, Lithium-Ion charging station safety protocols, daily maintenance cycles, and the proper use of the integrated auger washout system.

**Submission:** THE PROPOSAL WITH ATTACHED REQUIRED FORMS MUST BE PLACED IN A SEALED ENVELOPE AND SHALL HAVE BEEN DELIVERED TO AND RECEIVED BY: TIME: **2:00 P.M**, DATE: **November 19, 2026**. If hand-delivered or delivered by mail, the sealed envelope shall be placed in another sealed envelope, and the outer envelope shall be addressed to Orange County Finance and Administrative Services Department, 131 W. Margaret Ln. Suite 300, Hillsborough, NC 27278, Attn: Jovana Amaro, Finance Manager – Purchasing.

Bids will be received for a Single Prime Contract. All proposals shall be lump sum.

The contract, if awarded, will be awarded to the lowest responsible Bidder. Orange County reserves the right to reject any or all bids.

The following forms must be returned with your Bid PACKAGE: *Contract Proposal* SIGNED, Vendor's Signed Proposal, *Living Wage Contractor Policy*, *E-Verify Affidavit*, Orange County *Nondiscrimination Certification*, *Addendum Acknowledgement Form*. If the required documents are not provided, your bid will be deemed non-responsive.

Proposals will be evaluated based on the following criteria:

• Total cost of the fully configured equipment, delivery, and training.
• Guaranteed delivery timeline and production queue availability.
• Warranty scope and lifetime/cycle expectations of the provided Lithium-Ion system.
• Availability of regional factory-certified service technicians.

The firm selected under this RFP will be required to have an active business registration with the North Carolina Secretary of State.
