BID NOTICE: FUEL

The City Clerk of the City of Minot will receive sealed bids at her office at City Hall until 11:00 a.m. on Monday, November 9, 2026 for furnishing the City of Minot the following:

"70,000 gallons of unleaded gas and 140,000 gallons of diesel fuel"

First bid item

• The first bid item will be for up to 70,000 gallons of winter mix - clear diesel fuel.
• The fuel must meet a POUR POINT of -45 deg. F or greater.
• The fuel must meet a CLOUD POINT of -10 deg. F or greater.
• The fuel must meet a CFPP (Cold Filter Plug Point) of -30 deg. F or better.
• The fuel must have a LUBRICITY by HFRR (High Frequency Rotating Rig) with a minimum of 430
• The fuel must be delivered to our site within 24 hours of the order being placed unless delivery arrangements are pre-approved.
• The fuel must meet any and all federal guidelines
• Premium additives to be injected NOT batch blended.

Second bid item

• The second item for bid will be for up to 70,000 gallons of Summer Premium clear diesel fuel.
• The fuel must meet a POUR POINT of 0 deg. F or greater.
• The fuel must meet a CLOUD POINT of 14 deg. F or greater.
• The fuel must meet a CFPP (Cold Filter Plug Point) of 12 deg. F or better.
• The fuel must have a LUBRICITY by HFRR (High Frequency Rotating Rig) minimum of <520.
• The fuel must be delivered to our site within 24 hours of the order being placed unless delivery arrangements are preapproved.
• Invoices for delivered product to be received within 48 hours of delivery.
• The fuel must meet any and all federal guidelines.
• Premium additives to be injected NOT batch blended.

Third bid item

The third and final bid item will be for 70,000 gallons of E87 unleaded gasoline with additives to meet the OEM requirements for “Top Tier”

Fuel will be delivered to the Minot Public Works department by the tanker load and the tanker may consist of a combination of diesel and unleaded gasoline quantities to meet the tanker load requirements.

The quantities shown are estimates and are for bidding purposes. Actual quantities may vary up or down from the estimated quantities.

All envelopes must be sealed and marked plainly “Project #5062” "Bid for Fuel".

Bids will be opened in the office of the City Clerk at City Hall, 10 3rd Ave. S.W., Minot, North Dakota at **11:00 o'clock a.m.** on Monday, November 9, 2026. Bids received after this time will be returned, unopened, to the bidder. Bidders are invited to be present at the opening of the bids. No bid bond is required for this bid.

Bids shall be awarded on the “rack Price” plus any added cost for markup and delivery.

In submitting the bid, it is understood that the contract will be awarded on the basis of lowest and best bid, that the right to reject any and all bids is reserved by the owner, and it is agreed that this bid may not be withdrawn within 90 days after actual date of the opening. Payment will be made within 30 days after receipt of invoice.
