Light and Medium Duty Spare Parts

The Southwest Ohio Regional Transit Authority (SORTA) is seeking bids from vendors who can supply and deliver on an as-needed basis light and medium duty spare parts. These parts will support routine maintenance activities and help ensure the continued reliability, safety, and efficiency of equipment and systems.

SORTA, commonly known as Cincinnati Metro, is a regional transit authority established pursuant to Section 306.30 et seq. of the Ohio Revised Code. As such, SORTA is a political subdivision of the State of Ohio.

SORTA operates 48 fixed bus routes, utilizing a fleet of approximately 300 transit buses. In addition, it provides paratransit services with a fleet of 60 vehicles and micro-transit services with 30 vehicles, ensuring accessible and flexible transportation options across the region.

The awarded vendor(s) will supply and deliver on an as-needed basis the parts identified in the specifications.

• All quantities listed are estimates based on historical usage.
• This is an Indefinite Delivery Indefinite Quantity type contract (IDIQ). The quantities and deliveries cannot be determined at this time.
• SORTA estimates approximate quantities to be ordered over 24 months. Quantities are only an estimate and is not binding within the contract with the selected vendor.

All shipments will be sent to 1401 Bank Street (Receiving Door 71), Cincinnati, Ohio 45214. Receiving days/time: Monday – Friday, 8:00 a.m. – 4:00 p.m. Eastern Time (EST)

Requirements and Specifications

• Parts shall be packaged to prevent damage during shipping and storage.
• Each part shall have a unique part number and SORTA must be able to confirm the catalog # from the OEM.
• Suppliers may not substitute OEM Parts with non-approved components.

In all cases, the items must be furnished as specified. All items must be new and meet OEM specifications.

Quality Inspection and Requirements Inspections

• SORTA reserves the right to inspect all parts supplied at any time during the duration of the Contract.
• If SORTA determines that any of the parts have been changed or are no longer in compliance with this specification, the parts shall be returned to the vendor at no cost to SORTA.
• Parts shall be provided within ten (10) calendar days of receipt of the defective parts so as not to delay maintenance at SORTA.
• SORTA reserves the right to return parts, at the supplier’s expense, that do not meet or exceed the performance of OEM parts.

Only specified OEM products shall be considered.

**Submission:** Responses must be submitted electronically through the e-Procurement Portal at https://procurement.opengov.com/portal/go-metro no later than **2:00 pm on Monday, November 23, 2026 (EST)**. No hard copy submittals will be accepted. Late proposals will not be accepted, except as described in the solicitation.

The complete bid package consists of an electronically completed *Bid Pricing Form* together with the *Certification Regarding Debarment, Suspension and Other Responsibility Matters*, *Personal Property Tax Affidavit*, *Certification of Restrictions on Lobbying*, and acceptance of terms and conditions. Pricing shall remain valid for no less than **120 days**.

**Award:** The Contract will be awarded to the responsible Bidder(s) submitting the lowest offer. Bids will be evaluated to determine the responsible bidder submitting the lowest responsive bid.

**Questions:** Any questions shall be submitted through the e-Procurement Portal no later than 2:00 pm on Monday, November 9, 2026 (EST). Telephoned questions will not be accepted. SORTA anticipates that responses will be provided by 4:00 pm on Monday, November 16, 2026.

**Insurance:** Minimum requirements include Employer’s Liability of $1,000,000 per occurrence and Comprehensive General Liability of not less than $1,000,000 per occurrence, among other coverages in the *General Terms and Conditions*.

The Pre-Proposal Meeting is non-mandatory.
