What the bid is for

Tualatin Valley Water District (District), as the Managing Agency and on behalf of the Willamette Water Supply System (WWSS) invites qualified professional firms to submit a statement of qualifications (SOQ) to provide On-Call Professional Services to the District. District requires on-call professional services to provide advisory, as-needed technical water treatment, pumping, and transmission system support during startup and early operations of the WWSS. [...] Proposers may submit an SOQ for one or both categories of service: (1) Treatment and Pumping Support and (2) Transmission System Support. The District anticipates awarding three Umbrella Contracts to qualified consultants in each category, but reserves the right to award more or fewer at its sole discretion. Award of an Umbrella Contract does not guarantee work.

Scope

Services will focus on troubleshooting, operational support, and system performance. Proposers should not expect to actually operate any facilities. Rather, their services would provide guidance to the District and WWSS operations staff, providing timely access to specialized expertise to assist with operational decision-making.

This RSOQ constitutes a qualifications-based selection process to award multiple Umbrella Contracts. Services will be assigned on a Task Order basis to provide timely, as-needed technical support, including troubleshooting and operational advice under a range of operating conditions.

Services are intended to support operational decision-making and to complement the expertise of Water Treatment and Transmission Operations staff. Limited technical evaluations may be requested when directly related to operational troubleshooting or system performance support. Consultants will provide recommendations only and will not direct operations.

Services under the resulting Umbrella Contracts are advisory. [...] the District is seeking the ability to diagnose, interpret, and recommend. The District is not procuring maintenance, repair, calibration, parts, equipment, or corrective field labor under the resulting Umbrella Contracts.

**Category 1: Treatment and Pumping Support.** These services support the operation and performance of the treatment process, including evaluation of treatment conditions, response to changing source water quality, and refinement of process performance.

**Category 2: Transmission System Support.** These services support operation and performance of the transmission system, including pumping systems, pipeline behavior, and coordination between treatment production and system demand.

Additional information

All SOQs must be submitted to Janet Fleshman, Procurement Specialist, by **2:00 p.m. on Thursday, November 19, 2026** to https://bidlocker.us/details/6581_Treatment_Pumping_Transmission_Rsoq (Bid Locker). Late SOQs, SOQs received by email, fax, or in hard copy will not be accepted or considered. SOQs will not be publicly opened.

Technical information included with the RSOQ documents contains sensitive system information and requires a two-part registration and approval process. Registration with Bid Locker requires uploading of a correctly completed Confidentiality Agreement, which is available through the registration process. Interested parties must request the solicitation documents on Bid Locker and sign an RSOQ-specific Non-Disclosure Agreement (NDA).

SOQs must be submitted in PDF format. Proposers shall submit one PDF for Part 1 and one PDF for Part 2 for each Category of Service.

For each category, the Proposer's Part 1 score will be combined with the Part 2 score to determine a total score of up to 100 points for that category.

**Contract Duration:** Two years with up to three 1-year extensions.

The District may conduct interviews on November 30 – December 1, 2026 if necessary.
