Winter Maintenance Services for Road & Bridge District 4 & 5

The Luzerne County Road and Bridge Department is soliciting proposals from prospective proposers for Winter Maintenance Services for Luzerne County Road & Bridge Districts 4 and 5.

Luzerne County is soliciting proposals from qualified contractors to provide snow and ice removal services for designated County properties, facilities, parking areas, access roads, and other locations within Road and Bridge Districts 4 and 5. This will help supplement the County forces during winter weather events in providing timely, safe, and effective snow and ice removal operations.

The Contractor shall provide snow plowing and ice removal services at locations designated by Luzerne County Road and Bridge within Districts 4 and 5. Some of those services may include but not limited to is:

• Snow plowing of designated parking lots, driveways, access roads, entrances, and other paved areas.
• Removal of accumulated snow from travel lanes and parking areas.
• Opening and maintaining access to County facilities during and following snow events.
• Re-plowing areas as necessary during prolonged or continuing storms.
• Snow removal operations as directed by authorized County personnel.
• Maintaining safe access for emergency vehicles and County operations.

The Contractor shall maintain personnel and equipment capable of responding to winter weather events at any time, including nights, weekends, holidays, and other non-business hours. [...] The Contractor shall furnish all labor, operators, equipment, fuel, insurance, and incidental items necessary to perform snow and ice removal services. [...] For snow-plowing operations, the Contractor shall have available a properly maintained 5-ton to 10-ton dump truck suitable for winter snow and ice operations. [...] Luzerne County will supply salt and anti-skid materials to the contractor for application on County Roads. [...] When a Contractor performs snow plowing at a location, the Contractor shall be responsible for applying salt to the area plowed by the Contractor but salt will be provided by the County.

Proposals shall clearly identify the Contractor's proposed pricing for snowplowing services in Appendix A-1 on the cost proposal sheet. Pricing shall identify, as applicable:

• Per-event rates;
• Per-hour rates;
• Per-vehicle/equipment rates;
• Standby rates, if applicable; and
• Any other applicable charges.

**Submission method:** hard copy (mail/delivery). All prospective bidders must submit one (1) original unbound and two (2) copies of their sealed proposals with the label from page two (2) attached no later than **Friday, November 20, 2026 at 10:30 AM EST** to the Luzerne County Purchasing Department, Penn Place Office Building, 20 North Pennsylvania Ave, Suite 223A, Wilkes Barre, PA 18711. Unlabeled responses will be rejected.

All prospective bidders must sign and return the cost proposal sheets in *Appendix A-1*.

The contract will be for six (6) months from date of contract award for the 2026-2027 winter season. The County reserves the right to extend the contract, subject to mutual agreement and applicable County procurement requirements.

Bid security: **No**. Performance bond: **No**.

The County shall consider the following criteria: 1) price; 2) reputation of Responder and of its goods and services; 3) quality of the Responder's goods and services; 4) extent to which the goods or services meet the County's needs; and 5) Responder's past relationship with the County.

Prior to commencement of work, the successful Contractor shall provide certificates of insurance demonstrating coverage required by Luzerne County in *Appendix D*.
