What the bid is for

The Commissioners Court ("Court") of Andrews County, Texas ("County") has delegated to Commissioner Mark Savell the authority to issue this Request for Proposals ("RFP") for the selection of a qualified firm ("Project Manager" or "Respondent") to serve as the County’s owner’s project manager for construction of the Andrews County Recreation Center (the "Project").

The County requests proposals from qualified firms with substantial experience serving as owner’s project manager or owner’s representative on public vertical construction projects. [...] The Andrews County Recreation Center is a new two-story public recreation facility of approximately 45,000 to 50,000 gross square feet, to be located at 408 Avenue D, Andrews, Texas. [...] The total project cost is approximately **$25,000,000** and is funded in part by a grant from the F. Marie Hall Foundation.

Scope

The Project Manager serves in an advisory and administrative role only. It is not a construction manager-at-risk, general contractor, or subcontractor, and it will not direct the means, methods, or sequences of construction. The Project Manager reports to the Court through Commissioner Mark Savell, the Commissioner designated by the Court for the Project.

The required Scope of Services includes, but is not limited to:

  • Serve as the County’s single point of contact for the architect and the CMAR/General Contractor, and coordinate their communications with the Commissioner and the Court.
  • Develop and maintain the Project budget and cash flow forecast for the total Project cost, including grant funds, and report variances to the Commissioner and the Court.
  • Review design documents and cost estimates, and help the County define, evaluate, and negotiate the Guaranteed Maximum Price with the CMAR, including advice on constructability, scope, value engineering, and budget, until the Court approves an amendment establishing it.
  • Visit the site at least weekly, prepare photo-documented site reports, and attend owner-architect-contractor meetings and Commissioners Court meetings as requested.
  • Review the CMAR’s applications for payment and supporting documentation, confirm them against the schedule of values and observed progress, and recommend approval, adjustment, or rejection to the Court.
  • Track requests for information, submittals, and the Project schedule, and report delays and recovery plans.
  • Review proposed change orders and allowance and contingency use, and track them against the Section 262.031(b), Local Government Code, delegation limits and the 25 percent cap, so the Court has current information before approving any change.
  • Coordinate the County’s observation, testing, and inspection activities.
  • Prepare a monthly written report to the Court covering budget, schedule, change orders, payments, quality, safety observations, risks, and grant compliance.
  • Support grant administration, including documentation, reporting, and reimbursement requests required by the grantor.
  • Manage closeout, including punch lists, substantial and final completion, certificates of occupancy, final payment recommendation, and release of retainage.
  • Coordinate County audit requests concerning the Cost of Work under the CMAR agreement.
  • Obtain and organize record documents, warranties, operation and maintenance manuals, and owner training.
  • Track warranty items and coordinate corrective work through 24 months after substantial completion.
