The Houston-Galveston Area Council (H-GAC) has partnered with Liberty County, Texas, to develop a comprehensive countywide Mobility Plan update. Located approximately 50 miles northeast of downtown Houston, Liberty County is experiencing rapid growth due to its proximity to the expanding metropolitan area, with its population increasing from about 91,600 in 2020 to over 120,000 in 2025 and projected to continue rising through 2035 based on regional growth forecasts from the Houston-Galveston Area Council and population projections from the Texas Demographic Center.
H-GAC and Liberty County completed the Liberty County Mobility Study in 2022. Since then, the County continues to experience significant growth and has requested an update to the study to address current and anticipated transportation needs due to rapid development occurring. The Liberty County Mobility Plan will be an update to the 2022 Mobility Study, resulting in a county-wide mobility plan.
Task 1: Project Management and Coordination
Prepare a Project Management Plan (PMP) describing the overall approach and methodology to completing the Study. [...] Progress reports, and updated project schedules must be submitted to H-GAC's Project Manager monthly. Monthly progress reports are required regardless of whether the Contractor submits an invoice for that month.
Task 2: Public Outreach and Engagement
Develop an extensive outreach plan to foster meaningful participation of the community and facilitate equitable participation within the County. The Contractor will incorporate these concepts into the Public Involvement Plan (PIP). The PIP must be completed within the first 45 days of the contract. Task 3: Identification of Issues, Needs, and Gaps
Collect all data necessary to evaluate existing and future conditions. Using the collected data, the contractor will identify the mobility needs issues and gaps in Liberty County roadway network.
Task 4: Analysis of Identified Issues
Identify transportation needs, deficiencies, opportunities, and priorities throughout the study area. [...] A minimum of three (3) conceptual cross-sections or equivalent visual renderings must be prepared under this task.
