What the bid is for

The Fort Worth Water Department (FWWD) is soliciting qualifications from qualified consultants to perform a comprehensive review and analysis of historical inspection data collected under the Interceptor Condition Assessment Program (ICAP). The ICAP program focuses on large-diameter sanitary sewer infrastructure, defined as pipes 24 inches and greater in diameter.

The selected firm will integrate analytical results into GIS-based deliverables, develop a five-year inspection and monitoring plan, and evaluate the inspection technologies currently used by the City to ensure alignment with industry best practices and emerging technologies.

Scope

Phase 1 – Historical Data Review and Condition Trend Analysis

The selected firm will perform a detailed review and validation of historical ICAP inspection data and associated asset information provided by the City. The firm shall assess data completeness, consistency, and usability and identify any data gaps or limitations that may affect analysis. For assets with multiple inspections, the firm shall analyze changes in observed condition over time.

Phase 2 – GIS Integration and Spatial Analysis

The selected firm shall integrate the results of the condition trend analysis into GIS based datasets compatible with the City's GIS environment. The firm shall document analytical methodologies, assumptions, and data sources to ensure transparency and repeatability.

Phase 3 – Five-Year Inspection and Monitoring Plan

The selected firm shall develop a comprehensive five-year inspection and monitoring plan for large-diameter sanitary sewer assets. The plan shall be structured to support practical implementation within the City's ICAP framework.

Phase 4 – Inspection Technology Evaluation

The selected firm shall evaluate the inspection technologies currently used under the ICAP program, including CCTV, 3-D laser, and sonar inspection methods. The firm shall also review emerging or improved inspection technologies applicable to large-diameter sewer inspection and provide recommendations for potential enhancements or supplemental methods.

Phase 5 – Project Management and Reporting

The Consultant shall perform general project administration duties throughout Year 1, including schedule monitoring, progress tracking, correspondence with City staff, and invoice preparation. Monthly status reports shall be submitted.

Deliverables

  • A technical memorandum summarizing data review findings, condition trend analysis, and key observations
  • GIS datasets and associated metadata documenting analysis results
  • A five-year inspection and monitoring plan with clear, prioritized recommendations
  • A summary matrix illustrating the relationship between ICAP recommendations, RBA rankings, and assets programmed in the five-year Capital Improvement Program

All deliverables shall be provided in draft and final form and shall be subject to City review and comment.
