METRO anticipates awarding one firm fixed-price contract as a result of this solicitation.

Submission

All questions and bid responses to this solicitation must be submitted electronically through METRO’s EUNA (Bonfire) at https://www.ridemetro.org/procurement. Additionally, submit one (1) Original hardcopy delivered in a sealed envelope to the METRO Procurement Office, 1900 Main Street, Houston, Texas 77002. Digital signatures accepted.

Both the electronic via EUNA (Bonfire) and hardcopy submittal MUST be received by the deadline specified in the solicitation. A submittal MAY be deemed non-responsive if both the electronic and hardcopy are not received by the deadline specified in this solicitation.

Evaluation

Award of a contract, if awarded, will be made to the responsive and responsible bidder offering the lowest bid price and whose bid conforms to the solicitation documents. [...] Bids will be evaluated on the basis of the Five (5)-year total extended bid amount for all items as identified on the Bid/Contract Amount Items and Prices. [...] Bidders must bid on all items to be considered for award. [...] A split award will not be made.

Contract term

The period of performance under this Contract shall be for three (3) years with two (2) options to extend the contract term for an additional one (1) year period, unless otherwise extended by METRO.

Other requirements

Two (2) years of audited financials are required for this solicitation. [...] Each prospective bidder is cautioned to review the Insurance requirements of this solicitation.
