RFP - Homeless-Related Services for Harris County Housing and Community Development

Responses to this Request for Proposal (RFP) shall be formatted and organized in the following order for consistency and easy screening. Harris County anticipates awarding to a single vendor. However, Harris County reserves the right to award to more than one (1) vendor if in the best interest of Harris County.

The County may award to more than one (1) vendor as "Primary" and "Secondary" vendor. The "Secondary" vendor will be utilized due to time constraints, availability, etc.

Section II: Scope of Services/Narrative of Proposed Services

• Incorporation of Coordinated Entry requirements as the exclusive referral pathway.
• Integration of employment, income generation, and housing stability strategies in service models (where applicable).
• Evidence based or best practice approach (trauma informed care, low barrier access, navigation supports).
• Countywide homelessness reduction and housing stability goals.

Section V: Service Delivery Plan & Requirements by Category

• Employ2Empower / Workforce / Employment Programs
• Housing Services (PSH, RRH)
• Case Management
• Homeless Prevention & Diversion
• Outreach & Navigation

**Section VI: Data, Reporting, & Performance Measurement** – Readiness to meet HCD's data, compliance, and accountability standards.

• Participation in HMIS or approved systems.
• Ability to collect and enter timely, accurate client level data.
• Clear performance metrics tied to outcomes (housing placement, retention, employment outcomes, diversion success).
• Demonstrated use of data to adjust services over time.
• Experience meeting monitoring, reporting, and compliance obligations.

**Submission:** Offerors must submit a completed proposal online through Bonfire (preferred method) or as a hard copy before **2:00 P.M. LOCAL TIME IN HOUSTON, TEXAS** on the date specified. Late bids will not be accepted for any reason.

Sections I-VIII shall be uploaded under Bonfire's Requested Information section. BidTable(s) shall be uploaded to Bonfire in an Excel format.

Evaluation criteria

• Scope of Services/Narrative of Proposed Services (Section II): 35%
• Organizational Capacity & Experience (Section IV): 25%
• Service Delivery Plan & Requirements by Category: 20%
• Pricing (Section III): 10%
• Data, Reporting, & Performance Measurement: 10%

Once the short-list of vendors have been identified, the Harris County evaluation committee will assign up to five (5) points to each selected vendor, based on information received during the subsequent interview process.

**Bond:** If successful vendor utilizes a subcontractor, successful vendor is required to furnish a payment bond in the amount of 100% of proposal within ten (10) days of the award.

Form 1295 (*Certificate of Interested Parties*) must be completed prior to submitting your response. No award can be made until approved by Harris County Commissioners Court.
