RFSOQ for Electrical Support

TRWD is hereby inviting Statements of Qualifications (SOQ) for RFSOQ for Electrical Support. Due to the indefinite nature of the need for services there is no guarantee of project assignment to the firms selected. Selected firms may be awarded one or more assignments as projects become available and based on the availability of the firm. Award of an IDIQ contract, or subsequent assignment under an IDIQ contract, will not disqualify a firm from responding to any future projects for which a project-specific RFSOQ may be issued.

TRWD hereby invites Statements of Qualifications (SOQ's) for electrical engineering support, owner's agent services, and electrical equipment acceptance testing.

TRWD hereby invites Statements of Qualifications (SOQ's) for electrical engineering support, owner's agent services, and electrical equipment acceptance testing. The Scope of Work in this section is not comprehensive. Rather, it represents what TRWD anticipates will be needed for these projects. Prospective firms may recommend improvements to the scope in the project approach section of their SOQ. The selected firm will prepare a comprehensive scope that will be negotiated with TRWD.

Category A- Electrical Engineering Support

1. Review other firm's electrical designs and provide comments
2. Review TRWD internal maintenance projects and provide comments and engineering designs
3. Provide preliminary and final design services on smaller CIP projects

Category B- Owner's Agent Services, Energy Audits, Energy Conservation Measures

1. Assist in contract negotiations for electrical related contracts, including negotiations with utilities and other firms or organizations
2. Provide analysis and recommendations to help TRWD make decisions on electrical related issues
3. Provide periodic legislative and tariff updates as they relate to TRWD's services
4. Conduct facility energy audits and analyze utility usage to identify energy-saving opportunities.
5. Evaluate lighting, HVAC, controls, and building envelope improvements to reduce energy consumption and operating costs.
6. Assess equipment operating schedules and building automation settings for low-cost operational efficiency measures.
7. Develop Energy Conservation Measures (ECMs) with estimated implementation costs, annual savings, and payback periods.

Category C- Electrical Equipment Acceptance Testing

1. Provide owner's acceptance and testing services for electrical equipment including medium voltage cables, transformers, switchgear, VFDs, MCCs, and other general electrical testing and settings coordination
2. IBC Special Inspections

SOQs shall be submitted by **Thursday, November 19, 2026 at 2:00 pm CT** via **OpenGov Procurement Website**.

SOQs will be evaluated and ranked based upon the responses provided relative to the content requirements of this RFSOQ.
