Security Officer Services

This solicitation is to establish a contract to provide security officer service for on-site uniformed unarmed and armed security officers and dedicated foot patrol officers at the TxDOT facilities indicated on the solicitation. Services to include making reasonable efforts to protect TxDOT employees, foot patrol, surveillance, screening of employees and visitors, guarding the facility's interior and exterior areas, parking lots, and garages. All work must be performed in accordance with TxDOT approved work schedule.

TxDOT reserves the right to add or delete facilities serviced under the contract. TxDOT will provide 10 calendar day(s) written notice to the vendor for locations to be deleted or of any additional locations requiring service within the same area or region.

The vendor must provide a minimum of one Security Officer Supervisor on duty and onsite between the hours of 0600 to 2000 Monday – Friday, holidays not included. The vendor must provide security officer staff to maintain coverage with at least one security officer on duty at each post for days and hours listed on *Attachment E – Locations and Shifts*, including during shift changes, breaks, and lunches.

The vendor must provide two patrol vehicles as needed, identified with company logo at designated TxDOT locations. The vendor must begin work within 7 calendar days after the issuance of contract and transition to full operations no later than 30 calendar days.

Reports

• Daily Activity Reports – This report summarizes all security incidents and observations. Due daily at the end of the last shift or midnight.
• Weekly Inspection Report – This report summarizes the Daily Activity Reports for the week. Due Monday mornings 8 am.
• Monthly Staff Report – This report summarizes all staff that are assigned to all locations. Due the first of each month.
• Incident Report – This report is required for accidents, disgruntled customers, and other incidents. Submitted to TCM within 24 hours of incident.
• Patrol GPS tracking report or checkpoint logs – Must be submitted weekly.

The solicitation, addenda, or additional information are posted on Euna Procurement. It is the responsibility of the interested parties to periodically check the ESBD and Euna Procurement for updates to the procurement prior to submitting a response.

The individuals listed are the only authorized TxDOT contacts. Contacting any other TxDOT personnel regarding this solicitation, may result in the respondent being disqualified. Any changes as a result of questions will be made by TxDOT in the form of an addendum to the solicitation; no oral changes will be considered.

Quantities are estimates only to be used for the purpose of comparing responses. The respondent must enter their unit price on Pricing Schedule. Total price will be evaluated by multiplying the unit price for each line by the estimated quantities listed on Pricing Schedule.

There is no guarantee any BPOR will be issued under this contract.

Be in good financial standing and current in payment of all taxes and fees such as state franchise fees. The financial statements must be provided at the lowest level for which the financial statements are available and for the past three years.
