The Office of the Great Salt Lake Commissioner (“GSLCO”) is seeking Statements of Qualifications (SOQ) from qualified Engineering Consultants (“Consultant”) to provide an engineering analysis. This engineering analysis should investigate methods and infrastructure required to augment the Newfoundland Basin and efficiently deliver surface water from the basin to the Great Salt Lake ("GSL") to improve overall lake levels. This analysis should focus on methods to deliver surface water from the east and west portions of the Newfoundland basin to GSL.
**Phase One - Engineering Analysis:** This engineering analysis should address several management scenarios and consider the topography, sediments, heightened and variable water density, variable flows, remote location, scale of distances, evaporation and salt (halite) formation, and other various conditions preventing water from flowing to GSL or constraining the project. Wherever possible, the use of existing canals and other water conveyance infrastructure should be prioritized. Additionally, the engineering analysis should include cost estimates for maintenance requirements and long-term system management.
The Consultant must provide a minimum of three options to GSLCO with preliminary cost estimates and other considerations related to the strengths and weaknesses of each method analyzed. Options presented must account for applicable environmental review or regulatory processes.
**Phase Two - 30% Design:** Once GSLCO has selected a preferred method, the Consultant will develop the design (30%) and cost estimate to the extent funding allows.
The system needs to:
The selected Consultant will be responsible for incorporating the collection, measurement, and evaluation of this data into their engineering analysis and the 30% design:
**Deliverables:** The Consultant shall deliver a report that contains the final cost estimate and engineer drawings of the selected solution(s) to the extent funding allows for 30% or more design. The report should include all documents and analysis conducted throughout the contract, including the initial alternatives analysis, recommendations, cost estimates and conclusions. The report may be delivered in an electronic file format.
**Executive Summary:** The Executive Summary is limited to two pages and should briefly describe the Consultant’s qualifications.
The SOQ shall not exceed **15 pages** in length, using a font no smaller than Times New Roman 12-pt. The Executive Summary will not count in the 15-page limit.
All Proposals received will be reviewed by an evaluation committee and scored according to the evaluation criteria. The criteria and each associated point value (**1000 points total**) are as follows:
Do NOT include pricing when you submit your qualifications.
All questions must be submitted through U3P during the question and answer period.
The limits of the CGL insurance policy will be no less than one million dollars ($1,000,000.00) per person per occurrence and three million dollars ($3,000,000.00) aggregate.
The State may reject a response if the vendor who submitted the response fails to sign a contract within 90 days after the contract award.
