What the bid is for

Salt Lake Community College (SLCC) seeks consultant services to investigate, survey, and map existing utilities at the Redwood, South City, Larry H. Miller, and Jordan campuses. The completed work shall provide coordinated utility maps and geographic information system (ARCGIS) data for facilities management and future project planning. Survey products shall be delivered in PDF and editable AutoCAD. Civil 3D-dependent files are not acceptable.

Scope

Utility coverage

The investigation shall address electrical distribution; culinary water; irrigation water mainlines; sanitary sewer; storm drainage; natural gas; telephone and communications; steam; and utility tunnels, where present within the agreed survey limits. Identify associated accessible features, including valves, meters, hydrants, manholes, inlets, cleanouts, vaults, and utility entry points. [...] Irrigation investigation and mapping are limited to mainlines and associated mainline appurtenances. [...] Interior building distribution is not included in the survey.

Records review and coordination

Review available utility drawings, previous surveys, record documents, and facilities information. [...] Submit a work plan and campus sequencing schedule before fieldwork, including personnel, equipment, access requirements, survey control, and quality-control procedures.

Investigation and survey methodology

Describe the proposed combination of electromagnetic locating, ground-penetrating radar, and other appropriate methods. [...] Identify the proposed and achieved utility information quality levels using the ASCE 38-22 framework, Quality Level A. [...] Identify unit costs for potholing or vacuum excavation needed to resolve critical uncertainties.

Maps and digital deliverables

Provide a composite utility map for each campus and separate utility layers or views. Include an Excel file of the campus, utility types, survey date, legend, investigation limits, and unresolved conditions. [...] Deliver searchable PDF maps and an editable AutoCAD DWG, latest published version. Files shall remain usable without Civil 3D, Civil 3D object enablers, or unresolved proxy objects.

ARCGIS dataset and supporting information

Provide georeferenced utility features with consistent identifiers linking maps and ARCGIS records. [...] Supply a data dictionary, coordinate-system information, survey control records, relevant field photographs, and the investigation and limitations log.

Review and completion

Submit draft maps and data for SLCC review, correct errors, and address review comments before final delivery. Provide an itemized transmittal signed by an authorized consultant representative and a handoff meeting explaining file organization, use, and limitations.
