Request for Proposal - Constable Services for Ogden City Justice Court

Ogden City is accepting sealed proposals from qualified Proposers interested in providing Constable services for the Ogden City Justice Court located at 310 26th Street, Ogden UT.

It is anticipated that this RFP process will result in one contract award depending on the proposals received related service referenced above. The initial contract term shall be three (3) years from the effective date of the agreement. Upon mutual written agreement of both parties, the contract may be renewed for up to two (2) additional one-year terms, for a maximum contract term of five (5) years.

Constable Services

Services included, but not limited to:

1. Service and arrest of criminal bench warrants;
2. Bailiff and security services for Ogden City Justice Court;
3. Prisoner transport services to and from Ogden City Justice Court;
4. Retrieve bail and paperwork from Weber County Jail each morning on a daily basis;
5. Coordination with court personnel;
6. Ensuring all personnel meet applicable licensing, training, and background requirements;
7. Other duties as assigned.

**Submission:** Sealed proposals are due by **December 2, 2026, no later than 11 AM**. Submit four (4) complete, bound copies of your proposal in one sealed envelope to the Purchasing Office, c/o Municipal Building Welcome Desk, 2549 Washington Blvd. 2nd Floor, Ogden, UT 84401. No facsimile or email transmittals will be accepted. LATE PROPOSALS WILL NOT BE ACCEPTED.

Proposals are to be no longer than 20 pages. Double-sided pages count as two pages.

Evaluation:

• Authorized Representative Information: Pass or Fail
• Evidence of Insurability: Pass or Fail
• List of Client References: Pass or Fail
• Responsiveness to the RFP proposal requirements: 30 Possible Points
• Firm and Staff Qualifications: 40 Possible Points
• Cost / Fee proposal: 30 Possible Points

**Insurance:** Commercial General Liability: Minimum of **$3,000,000** commercial general liability coverage with **$1,000,000** for each occurrence. Business Automobile Liability: **$1,000,000** combined single limit per occurrence for bodily injury and property damage for owned, non-owned and hired autos. Workers' Compensation limits as required by the Labor Code of the State of Utah and employer's liability with limits of **$1,000,000** per accident.

**Contract term:** The initial contract term shall be three (3) years from the effective date of the agreement.
