SR 303 Adaptive Signals (Sheridan Rd to NE Riddell Rd)

The WORK to be completed under this Contract consists of the furnishing and installation of traffic signal and ITS improvements in support of an adaptive signal control system, to be procured as part of a separate contract. The traffic signal improvements include new vehicle detection systems while the ITS improvements include a new fiber optic communications system along SR 303, between Sheridan Road and NE Riddell Road, which will connect to the existing City of Bremerton demarcation point within the City-owned facility complex located on Olympus Drive NE.

The traffic signal improvements include new vehicle detection systems while the ITS improvements include a new fiber optic communications system along SR 303, between Sheridan Road and NE Riddell Road, which will connect to the existing City of Bremerton demarcation point within the City-owned facility complex located on Olympus Drive NE.

The work must be physically completed within fifty (50) working days after the commencement date stated in the Notice to Proceed.

All work shall be performed in accordance with the Contract Plans, these Contract Provisions, and the 2026 WSDOT Standard Specifications.

**Receipt of Bids:** Each Proposal shall be submitted in a sealed envelope, with the Project Name and Project Number as stated in the Call for Bids clearly marked on the outside of the envelope. Sealed bids may be hand delivered to the City Clerk's office at 345 6th Street Suite 600; the mailing address for sealed bids is 345 6th Street Suite 100, Bremerton, WA 98337. Sealed Bids will be received by the City of Bremerton at the office of the City Clerk until **10:00 a.m.** on **November 20, 2026**. Any Bids received after the specified time and date will not be considered. Only sealed bids will be accepted. No facsimiles will be considered.

**Bid Security:** Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. The failure to furnish a bid deposit of a minimum of 5 percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency.

Engineer's Estimate range for this project is $1,275,000 and $1,475,000.

A Federal Small Business Enterprise (FSBE) goal of 7% has been established for this project. The 7% goal applies to all work on the project.
