The Milwaukee County Department of Health and Human Services (DHHS) Behavioral Health Services (BHS) is issuing this Expression of Interest (EOI) to seek information from community-based organizations who carry DHS 75 as licensure as an Opioid Treatment Provider (OTP) and may be interested in providing Mobile Medication Assisted Treatment (MAT) services in the greater Milwaukee County area.
BHS is in possession of a Mobile MAT van unit that has been specially outfitted to deliver low-barrier, community-based substance use treatment services for individuals who are living with an Opioid Use Disorder (OUD). The unit has the capacity to operate as a secure, compliant mobile clinic equipped with the infrastructure needed for safe medication storage and dispensing, basic clinical assessment, and confidential patient care. BHS Leadership will use the information generated by this EOI to identify a potential partner to provide Mobile MAT Services utilizing this van.
A Mobile MAT van provides an opportunity to deliver a broad range of services to the community. Milwaukee County BHS is soliciting interest in a partnership to develop Mobile MAT services with use of its Mobile MAT van with a DHS 75-certified Opioid Treatment Provider. [...] The services that are ultimately developed could include the following:
All services provided on the Mobile MAT unit would be billed to Medicaid or to Milwaukee County for individuals who are uninsured through the Opioid Treatment Provider.
Staffing
To ensure that Mobile MAT services are delivered to achieve maximum results and comply with local, state, and federal regulations, the following team members will be required at a minimum:
All proposals in response to this EOI must be received on the Procurement Portal by DHHS no later than **4:00 p.m. CDT on November 23, 2026**.

The Milwaukee County Procurement Portal (Bonfire) does not allow late submissions; they are automatically rejected. Please allow ample time to upload your proposal as partially submitted proposals will automatically be rejected by the system promptly at 4:00 p.m.
Documents should be in Word, PDF or Excel formats. All documents must be uploaded to Milwaukee County Procurement Portal for the response to be considered complete.
While the Mobile MAT van unit is available for the provider’s use at no charge, the provider will be responsible for maintenance in accordance with DHHS Policy 007, Provision for Purchased or Loaned Property. The provider is responsible for insurance and fuel costs and must have the ability to securely store.
All submissions for this EOI will be reviewed for completeness by the BHS Leadership Team to determine that they address the areas of service that were requested within the EOI. [...] All qualified applicants may be invited to a Request for Proposal (RFP), if multiple qualified proposals are received.
