Solicitation amendment
Also called: Amendment, Addendum, SF 30

What is Solicitation amendment?
A solicitation amendment is a formal change to a solicitation after it is released, usually issued on Standard Form 30. Amendments can change requirements, instructions, evaluation criteria or the due date, and answer offerors' questions. Offerors must acknowledge every amendment, and a missed acknowledgment can make a proposal unacceptable.
How amendments work
When the government changes its requirements or terms after release, the contracting officer issues an amendment to all prospective offerors (FAR 15.206 for RFPs; FAR 14.208 for IFBs). Answers to questions from the questions and answers period are often released the same way, because information needed to prepare proposals must go to everyone.
Acknowledgment is usually made on the SF 30, in the solicitation form or in a cover letter, as the amendment instructs.
What to do with each amendment
Compare the amendment with the base solicitation line by line, update every affected compliance matrix row and outline heading, tell the writers what changed, and note which amendment changed each item. Check whether the due date, page limits or forms changed, since those are easy to miss in a long amendment.
State and local equivalent
State and local agencies usually call them addenda. They often must be acknowledged on a form or signed and returned with the bid, and a missing addendum acknowledgment is a frequent reason bids are rejected.
Late amendments are common, sometimes days before the due date. Keep the proposal in a state where a change can be applied quickly: one owner per requirement, a current compliance matrix and a clear record of which text answers which paragraph. Then an amendment becomes a focused update, not a scramble.
Solicitation amendment in ProposalWorkspace
ProposalWorkspace compares an amendment with the base RFP, lists what was added, changed or removed section by section, and applies the changes to the proposal as tracked changes marked "Amendment," so a late change does not mean rewriting from scratch.
Solicitation amendment: questions and answers
Do I have to acknowledge every amendment?
Yes. Acknowledge each amendment as the solicitation instructs, usually on the SF 30 or the solicitation form. Failing to acknowledge a material amendment can make the proposal unacceptable.
Can an amendment change the due date?
Yes. Amendments often extend or change the deadline, along with requirements, instructions and evaluation criteria.
