Compliance matrix

Also called: Proposal compliance matrix, Requirements matrix

What is Compliance matrix?

A compliance matrix is a table that lists every requirement in a solicitation, one per row, with its source section and page, where the proposal answers it, who owns it and whether the answer is compliant. Proposal teams use it to make sure nothing the government asked for is missed.

What a compliance matrix tracks

A matrix starts from the solicitation's own words. Each instruction in Section L, each evaluation factor in Section M and each task or "shall" in Section C or the statement of work becomes a row. Typical columns are the source paragraph, the page, the requirement text, its type, where the proposal answers it, the owner, the status and a compliance call.

The matrix is an internal tool. It is not the same as a cross-reference matrix, which is a short table some solicitations ask you to submit, mapping their instructions to your page numbers. A good compliance matrix makes that table easy to produce.

How teams use it through the bid

Built during the RFP shred, the matrix drives the outline, assigns writers, and becomes the checklist for every color team review. When an amendment arrives, the affected rows are updated and the change is noted, so the team never writes to a superseded requirement.

Common mistakes

The common failures are combining two obligations in one row, paraphrasing the requirement so its meaning drifts, skipping requirements hidden in attachments or clauses, and never checking the finished draft against the matrix. A missed "shall" or "must" can make a proposal unacceptable, while a missed "should" is usually a weakness.

Compliance matrix in ProposalWorkspace

ProposalWorkspace generates the compliance matrix from Sections L, M and C, with an owner and a compliance call on each row, a live summary of what is assessed, and Excel and Word export. A check against the written proposal reports where each row is answered or that it is not addressed.

Compliance matrix: questions and answers

What should a compliance matrix include?

One row per requirement with the source section and paragraph, the page, the requirement in the solicitation's own words, its type, where the proposal answers it, the owner, the status and a compliance call. See the compliance matrix template.

Is a compliance matrix submitted with the proposal?

Usually not. It is an internal tracking tool. Some solicitations ask for a cross-reference matrix, a shorter table mapping their instructions to your pages, which you can build from the compliance matrix.

When should the compliance matrix be built?

Right after the RFP is released, before writing starts, and updated with every amendment. It should drive the outline and every review.
